Summary of the contracting process

Rotherham Borough Council is in the planning stage of a procurement process aimed at securing suppliers for janitorial equipment and supplies, with an expected contract period from 1st December 2025 to 30th November 2029. The industry category is primarily goods, specifically targeting cleaning and disinfection products, with delivery expected throughout the Rotherham Borough in the United Kingdom. Potential suppliers should note the upcoming Preliminary Market Engagement (PME), to be completed via a questionnaire on the YORtender portal by 12:00 on 30th May 2025. This engagement is a key opportunity to prepare for the formal tendering process.

This tender presents substantial business opportunities, particularly for suppliers capable of reliably delivering a wide range of cleaning and janitorial supplies to various locations within Rotherham Borough. Businesses with expertise in providing high-quality cleaning equipment, disinfection tools, and general janitorial supplies would be well-suited to compete. The marked increase in demand for such products, driven by enhanced cleaning standards post-COVID-19, implies significant growth potential in securing a long-term partnership with the Council. The procurement emphasises compliance with health and safety regulations and the British Institute of Cleaning Science (BICSc) Standards, making it ideal for businesses that excel in meeting rigorous regulatory requirements.

Notice Title

Janitorial Equipment and Supplies

Notice Description

The Council are looking to secure a supplier(s) who will be responsible for the supply of all RMBC with Janitorial supplies. The supplier should be able to offer a delivery service to Rotherham Schools, Central Stores (Hellaby Depot) and a variety of locations throughout the Borough. The provider should be able to respond to purchase orders sent via email, from our purchasing system and process these in a timely manner. The Council have a consistent and substantial requirement for all types of janitorial and cleaning supplies. There is a higher demand on cleaning than prior to COVID 19. COVID 19 has highlighted the need for rigorous processes, and demand is higher than previous. It has also fundamentally changed the cleaning industry, re-shaping expectations and shifting requirements. Since the pandemic ended it has become apparent that the change in demand on cleaning services is here to stay. The Council have a duty of care to protect staff, clients, and customers. Cleaning is an essential part of this. It is apparent that 'deep cleaning' and 'disinfection' are no longer specialist activities, they are now standard across the industry. Our customers want information and assurance that cleaning standards are maintained and we are evolving in line with best practice and current trends. The Council must ensure that it is operating to current regulations and contract cleaning standards. These include: * Health and Safety at Work Act 1974 * Control of Substances Hazardous to Health (COSHH) Regulations * Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) * Waste Management and Environmental Regulations * British Institute of Cleaning Science (BICSc) Standards * Any new products must undergo rigorous testing to ensure the service we deliver continue to excel. Current spend is in the region of PS328,000 per annum.
