Summary of the contracting process

Nishkam School West London procured a full daily school catering service for pupils and staff, covering morning breaks and lunch throughout the school day. The service includes the primary and secondary dining areas and servery, with a mix of in-house and outsourced provision. The school is egg-, meat-, fish- and nut-free, so the operator must deliver menus and food services within those requirements. The buyer is Nishkam School West London, with Minerva Procurement Consultancy Services managing the procurement. Delivery is at the school in London. The requirement is classified as school catering services. The school had 1,438 pupils on roll for the 2025/26 academic year, including 295 pupils entitled to universal infant free school meals and 201 entitled to free school meals.

This completed competitive flexible procedure used a selective method and one lot. Expressions of interest were due by 11 June 2025, enquiries closed on 19 May 2025, and the award period ended on 28 October 2025. Four bids reached the final stage. Alliance in Partnership was awarded the contract on 22 October 2025 for £3,067,891. The standstill period ended on 31 October 2025, and the contract was signed on 1 January 2026. The active contract runs from 1 January 2026 to 31 December 2028, with two possible 12-month extensions taking the maximum end date to 31 December 2030. The estimated tender value was £2,625,000 excluding VAT, or £3,150,000 including VAT. Evaluation was weighted 90% quality and 10% price.

This procurement shows demand from a large London school for an end-to-end catering operator able to provide breakfast-time and lunchtime services across primary and secondary facilities. A credible competitor would need experience of school food delivery at substantial pupil and staff scale, with the operational capacity to manage dining areas, servery provision, menus, staffing and day-to-day service improvement. Compliance with an egg-, meat-, fish- and nut-free food environment is central. Suppliers should also be prepared to address TUPE obligations and catering staff who are members of the Local Government Pension Scheme. The buyer values sustained partnership working, higher meal uptake, modernisation, creative menu development and practical innovation, alongside reliable delivery of subsidised and free school meals.
