The procurement is complete and was awarded on 12 August 2026 using an open competitive flexible procedure. Evaluation comprised compliance checks, quality assessment and price submission. Lot 1 was awarded to 50 suppliers for a framework, including Metro Homecare, Flow Healthcare, Magnus Care, Agincare UK, Care South and other providers. Its awarded value is £212,949,800 gross. The contract runs from 1 October 2026 to 30 September 2031, with extensions available to 30 September 2033. Lot 2, Waking Night Assessment Service, was awarded to Agincare UK Limited for £452,600 gross. Its contract runs from 1 October 2026 to 30 September 2028, with extensions available to 30 September 2030. Quality carried 90% of the evaluation and price 10%.

This award demonstrates substantial, continuing demand from BCP Council for regulated homecare delivered close to the people receiving it. A credible future supplier will need an outcomes-focused, person-centred operating model rather than a purely time-and-task service, with the ability to support adults across long-term conditions, learning disabilities or autism, and mental health needs without relying on highly specialist interventions. Suppliers should be able to provide safe, flexible care in homes across the BCP area and manage individual packages and framework call-offs. For the waking-night requirement, relevant capability includes short-term, assessment-led night support after hospital discharge and effective transition planning. A CQC-registered office in or within five miles of the BCP conurbation, a Good-or-better CQC rating, and a registered manager are central credibility requirements.

Bournemouth, Christchurch and Poole Council (BCP Council) is seeking providers to join the new Outcomes-Focused Framework for Care and Support at Home, designed to transform the way care is delivered across our communities. This updated approach places people, their strengths, and aspirations at the heart of everything we do. BCP Council Adult Social Care's (ASC) vision is to support people to live fulfilling lives, in ways they choose, and in environments where they feel safe and connected The Care and Support at Home Framework is committed to a progressive approach that will embed outcomes focus throughout the duration of this contract. This means moving away from the traditional 'time and task' model of care towards a model that is person-centred, flexible, and empowering. The Framework is designed to provide comprehensive support for all adults aged 18 years and over within the BCP Council conurbation, whose needs can be met through Care and Support at Home services, and do not require highly specialist or complex interventions. The Care and Support at Home Framework also includes a Waking Night Assessment Service as an additional Lot within this tender opportunity. The Waking Night Assessment Service is specifically commissioned to support people who have had an admission to hospital due to long-term health conditions or acute incidents, and who require short-term, assessment driven night care to enable a safe, effective, and timely transition back to their home environment. Contract Duration as follows: Lot 1 - Care and Support at Home Framework will be 5 years with the option to extend for a further 2 years (5+1+1). Lot 2 - Waking Night Assessment Service will be 2 years with the option to extend for a further 2 years (2+1+1).

Market Engagement Event - Care and Support at Home Bournemouth, Christchurch, and Poole (BCP) Council is pleased to invite providers to a virtual Market Engagement Event taking place on Friday 28 November 2025, 10:00am-12:00 via Microsoft Teams. The purpose of the session is to outline our commissioning intentions for the upcoming Care and Support at Home framework contract. This session is open to all providers with an interest in delivering Care and Support at Home services across the BCP area to include Long Term Conditions, Learning Disabilities/and or Autism and Mental Health individuals that do not require specialist or complex Care and Support. This session will provide insight into BCP Council's future vision for the service, and will explore how this work connects with key themes such as the Three Conversations Model that is being implemented within front-line Adult Social Care teams within BCP. The future framework aims to enhance outcomes for individuals receiving care and their support networks through an improved, strengths based person-centred approach to delivery. This aligns with BCP Council's broader ambition to help all residents live fulfilling lives, maximising opportunity for all.
