Summary of the contracting process

Herefordshire Council intends to procure home care services through its Care in Your Home Partnership. The service is for residents with assessed eligible care needs, helping them remain safe and independent in their own homes and reducing or delaying the need for more formal health and social care. The work falls within health and social work services and other community, social and personal services (CPV 85000000 and 98000000). Delivery will take place across Herefordshire. The council is developing the model with providers and proposes to award separate contracts for geographical areas rather than establish a framework. This is a light-touch social care procurement, suitable for organisations that can deliver home-based care at local scale.

This is a planned procurement, not an invitation to tender. The council expects to use an open procedure for an above-threshold services contract. It plans two market-engagement sessions: an in-person session at Hereford Town Hall on 9 September 2026 from 15:00 to 16:00, and an online session on 15 September 2026 from 10:00 to 11:00. Suppliers wishing to attend must register by 17:00 on 7 September 2026. The council’s indicative date for publishing the tender notice is 13 November 2026. The proposed contract period is 1 July 2027 to 30 June 2033, with a possible maximum extension to 30 June 2037. The proposed procurement strategy is eight geographical contracts, with renewal rights.

The engagement is intended for businesses interested in delivering home care and gives providers an opportunity to influence the final Care in Your Home model before tendering. It will cover how provider feedback has shaped the proposed approach, the council’s intended direction, procurement next steps and remaining questions. The work should suit established domiciliary care providers and smaller local organisations able to support people with eligible needs safely in their own homes. Suppliers should be prepared to explain their operational model, local delivery capacity, staffing arrangements and experience of helping people maintain independence. Organisations with coverage of one or more proposed geographical areas may be well placed to participate, while providers considering partnership or subcontracting arrangements can use the engagement to understand the emerging requirements.

Herefordshire Council will be running Market Engagement events for all businesses interested in delivering home care services, called Care In Your Home (CIYH) Partnership. Herefordshire Council has a statutory duty, under the Care Act 2014, to provide home care services for residents with assessed eligible needs, in order to enable them to remain safe and independent in their own homes for longer, reducing or delaying the need for more formal health and social care services. This engagement follows on from our provider sessions in June, July and August, as we continue to develop the CIYH model. The two engagement sessions will be hosted by Hilary Hall (Corporate Director Community Wellbeing) and Jeanette Young (Service Director All Age Commissioning). The sessions will be your opportunity to further discuss the CIYH Partnership and: * Hear how your feedback has continued to help shape the proposed CIYH model * Understand the final direction of travel * Review the next steps and procurement timeline * Raise any additional questions before the tender is published.
