Summary of the contracting process

Nottingham City Council is developing a future service model for home care for adults, intended to provide high-quality, person-centred support to people across Nottingham City. The service falls within health and social care. The council is seeking input from the home care market on potential delivery arrangements, changing care needs, local communities, workforce challenges and ways to improve outcomes and sustain service quality. The planned service is for Nottingham City; the current engagement is aimed at existing council providers and other experienced home care providers interested in working in the city. Providers can share their experience and propose ideas to shape the future commissioning approach.

This is at planning stage: Nottingham City Council has not yet invited tenders. It expects a future procurement for one lot, with a framework agreement, and has indicated a contract period from September 2027 to August 2035. The council has published an expected date for a future notice of 1 July 2026. It is holding a further online pre-market engagement session on 5 November 2026 at 11am via Microsoft Teams, following an earlier in-person session; the date, time and format are the buyer’s stated event arrangements. The session is for market research and service development, not a procurement exercise, and attendance will not confer an advantage or disadvantage in any later competition. The service is planned to be above the relevant threshold. No tender evaluation criteria or bid deadlines are set out at this stage.

This engagement is relevant to providers with established home care experience, especially organisations already serving Nottingham City or with a strong understanding of its communities, care needs and market conditions. Providers should be prepared to discuss person-centred adult support, changing needs, workforce pressures and practical approaches to quality improvement, innovation and a sustainable care market. The council is looking for grounded provider insight on which elements of its proposed service-model options are workable, where delivery may be challenging and how future arrangements could be improved. As part of this process, NCC is inviting providers who deliver home care services to attend a Pre-Market Engagement Event to be held on 5th November 2026 via Microsoft Teams.

Future Home Care Service Model Development Nottingham City Council (NCC) Commissioning & Partnerships Invitation to current and prospective home care providers for Nottingham City Nottingham City Council is committed to working collaboratively with the home care market to develop a future service model that delivers high-quality, person-centred support for people living in Nottingham City. As part of this process, NCC is inviting providers who deliver home care services to attend a Pre-Market Engagement Event via Microsoft Teams. This event follows an in-person Pre-Market Engagement session previously held by Nottingham City Council and will cover the same information, proposals and discussion topics. This additional online session provides an opportunity for providers who were unable to attend the original event to hear the information presented, share their views and expertise and provide feedback to help inform the development of the future home care service model. Feedback gathered from both engagement events will be considered equally as part of NCC's market engagement and service development process. Purpose of the Event The engagement session will provide an opportunity for NCC to: • Present ideas being considered for future service delivery arrangements. • Seek provider expertise, feedback and innovative solutions to inform future commissioning decisions. • Explore how services can best meet changing needs while supporting a sustainable, high-quality home care market in Nottingham City. • Gather market intelligence on local communities, care needs, workforce challenges and opportunities to improve outcomes. Interactive Provider Engagement The session will provide opportunities for providers to discuss their experience of delivering home care services and contribute ideas to support the development of future arrangements, including: • Identify elements of the new model options that work well. • Highlight challenges and areas that could be improved. • Discuss opportunities for innovation, quality improvement and market sustainability. NCC is keen to ensure that provider insight and experience inform the development of future commissioning arrangements. Who Should Attend? This event is open to: • Home care providers currently contracted by Nottingham City Council; and • Providers with experience of delivering home care services and who are interested in delivering services within Nottingham City. We particularly welcome providers with experience of supporting people in Nottingham City and a strong understanding of local communities, emerging needs and market challenges. Attendance is not limited, as the session will take place over Microsoft Teams. Important Information This engagement activity is being undertaken for market research and service development purposes. The event is intended to inform the development of future commissioning arrangements by gathering information, views and insights from providers. It is not a forum to discuss individual contracts, contract management issues, pricing arrangements, performance matters or operational concerns relating to existing NCC contracts. Participation in this event will not form part of any procurement process, nor will it confer any advantage or disadvantage should a future procurement exercise be undertaken. Attendance at this event does not constitute a commitment by Nottingham City Council to procure services, award contracts or offer any future business opportunities. Any future commissioning or procurement activity will be undertaken separately and in accordance with relevant procurement legislation and Council procedures.
