Summary of the contracting process

The London Borough of Haringey is procuring education and tuition services for children and young people aged 5 to 16, or aged 16 to 25 where they have an Education, Health and Care Plan, who cannot attend school for medical, psychological or other reasons. The requirement covers four service areas: small-group, face-to-face tuition for Key Stages 1 to 4; individual, face-to-face tuition for Key Stages 1 to 5+ delivered by qualified teachers or teaching assistants under qualified-teacher review; live, real-time online teaching for Key Stages 1 to 5+; and small-group, face-to-face post-16 tuition for learners aged 16 to 25 with EHCPs. Delivery is in London, with online provision where relevant. The procurement is for education and training services.

The procurement has reached the award stage under an open procedure for an open framework, with up to 45 participants and call-offs made directly or through further competition. Awards were made on 19 September 2026 to 16 suppliers for individual face-to-face tuition (Lot 2), with an awarded gross value of £23,472,000, and to six suppliers for live online tuition (Lot 3), with an awarded gross value of £2,736,000. Both awarded contract periods run from 1 October 2026 to 30 September 2034, subject to the standstill period ending on 30 September 2026. Lots 1 and 4 were included in the requirement but are not covered by these awards. Evaluation for every lot was 50% quality and social value and 50% price. Lot 1 required Ofsted registration as an independent school with at least a Good or Expected Standard rating.

This procurement demonstrates sustained demand from Haringey for specialist tuition for learners unable to attend school, across both face-to-face and live online delivery. Suppliers well placed for comparable work will be able to provide qualified teachers for individual or small-group teaching, deliver the relevant Key Stage curriculum, and support pupils with medical, psychological or other barriers to attendance. Providers using teaching assistants will need at least an NCFE CACHE Level 3 Diploma in Supporting Teaching and Learning, with learning reviewed by a qualified teacher. Credibility also depends on robust safeguarding, learner assessment, reliable attendance and outcomes monitoring, and the capacity to serve children and young people across London. The framework is open and can be reopened, allowing existing and new providers to compete under substantially similar terms.

London Borough of Haringey is intending to appoint providers to the Open framework for the Provision of Tuition services for children and young people in accordance with the Invitation to tender (ITT) documents. The framework will cover the following services: Lot 1: Small group, in-person, educational tuition for key stages 1-4, delivered by a qualified teacher. Group size range: two to five pupils. 2a: Individual, in-person, educational tuition for key stages 1-5+, delivered by a qualified teacher. 2b: Individual, in-person, educational tuition for key stages 1-5+, delivered by a teaching assistant with, at minimum, NCFE CACHE Level 3 Diploma in Supporting Teaching and Learning qualification. This educational learning will be reviewed by a qualified teacher. Lot 3: Online educational learning delivered live and in real-time by a qualified teacher for key stages 1-5+. Resources such as pre-recorded videos, where used, to be supplementary. Lot 4: Small group, in-person, key stage 5+ post-16 educational tuition (for ages 16-19 & 19-25), in accordance with the Children and Families Act 2014, for pupils with EHCPs (Section 61 duties), delivered by a qualified teacher.
