Summary of the contracting process

Oxfordshire County Council sought a homecare framework for services across Oxfordshire, covering homecare, Discharge to Assess and reablement care. The framework was designed around five geographic operational zones and a two-tier provider model. Stage 2 evaluation was 90% quality and 10% social value, with fixed service rates and no price evaluation. The procurement was cancelled on 14 August 2026 because local government reorganisation in Oxfordshire required the proposed framework model to be reviewed before proceeding.

This opportunity suited established homecare and social care providers able to deliver homecare, hospital discharge support and reablement across Oxfordshire. Providers needed appropriate Care Quality Commission registration and compliance with applicable UK employment and workforce legislation, supported by evidence at the participation stage. The operating model favoured organisations with sufficient capacity, local presence and operational capability in their chosen zones. Tier 1 suppliers needed the resources and resilience to provide most care packages in an allocated area, while Tier 2 suppliers needed to respond to surge, contingency and overflow demand across the county. The evaluation placed greater emphasis on service quality than social value, so bidders needed to demonstrate robust care delivery, workforce arrangements and meaningful social value outcomes. The procurement was abandoned before award, so it is not currently an opportunity to pursue.

Notice Description

Oxfordshire County Council is seeking to procure a new Homecare Framework covering the delivery of Homecare, Discharge to Assess (D2A) and Reablement services across Oxfordshire. The county has been divided into five operational Zones, and services will be delivered through a two-tier provider model. This procurement is being conducted as a Competitive Flexible Procedure (CFP) in accordance with the Procurement Act 2023 and will be undertaken as a two-stage process. Stage 1 - Invitation to Participate (ITP): Interested providers will be required to demonstrate their eligibility to participate. Stage 2 - Invitation to Tender (ITT): Only providers who successfully pass Stage 1 will be invited to submit a full tender response and participate in the final evaluation stage. It is the Council's intention to operate and maintain the Open Framework for the maximum period permitted by the Procurement Act 2023, namely an aggregate period of up to eight years from the award of the first framework agreement within the Open Framework scheme. Oxfordshire County Council undertook a programme of market engagement with both local and national providers over an extended period, using a range of engagement methods to gather feedback and inform the development of the procurement approach. This activity included the use of structured questionnaires to obtain feedback on the existing framework, the proposed service model, and potential changes and improvements. In addition, workshops were conducted for the purposes of engagement and market consultation, enabling providers to share views, insights and feedback to support the Council's ongoing review and development of its proposals.
