Summary of the contracting process

The London Borough of Camden is leading an open procurement process under the Procurement Act 2023 for the Adult Pathway Services Phase 1. This initiative caters to vulnerable single homeless individuals, providing essential housing and support services, thus aligning with council priorities to prevent homelessness and reduce rough sleeping. The procurement, comprising three lots, covers services for vulnerable single adults and men, and operates under the 'light touch' regime. The award announcement made on 23 March 2026 highlights contracts for the Salvation Army Trustee Company and The Riverside Group Ltd, among others. The procurement takes place in London, with specific services in Camden, with a contract period beginning 2 April 2026 and set to end by 1 April 2033.

This procurement presents significant opportunities for businesses in the social care sector, especially those specialising in housing and support for homeless individuals. Organisations with established facilities within the London Borough of Camden stand in good stead to tender successfully. Large-size suppliers like The Riverside Group Ltd or Salvation Army demonstrate competitive positioning, but smaller entities focusing on social work services remain highly relevant given the project’s emphasis on psychologically informed and trauma support models. With an overall contract value over £12 million, firms willing to align with Camden’s community-focused objectives can find avenues for growth and partnerships, enabled by structures supporting quality service delivery and suitable accommodations.

Notice Title

Adult Pathway Services Phase 1

Notice Description

The Adult Pathway caters for vulnerable single homeless people and contributes directly to the Council's ambitions by being a key resource for preventing homelessness and reducing rough sleeping and by providing a safe place to access support that addresses their needs. The support provided helps people to get on a pathway to a sustainable home by enabling access to services they need in ways that work for them. By providing accommodation for homeless single people, the Pathway reduces the need for increasingly difficult to procure expensive statutory (and unsupported) Temporary Accommodation, and for reactive, intensive public services such as A&E, Police or Adult Social Care services.
