Summary of the contracting process

Northamptonshire Children’s Trust commissioned personal care and support for children and young people with disabilities, including support hours and accommodation in overnight settings. The service is intended to help each child or young person maintain quality of life, remain with their family where possible, achieve individual outcomes and build independence with support from family and other networks. Work covers urban and rural areas across North and West Northamptonshire: Corby, Kettering, Rushden, Wellingborough, East Northamptonshire, Northampton, Daventry and South Northamptonshire. The five service groupings comprise urban and rural support-hour provision in North Northamptonshire, urban and rural support-hour provision in West Northamptonshire, and overnight accommodation.

The procurement was awarded through an open procedure, with quality carrying the full evaluation weighting. Five lots were awarded on 25 March 2026, each at £14 million excluding VAT (£16.8 million including VAT). Lot 1, urban North Northamptonshire support hours, went to 62 providers; Lot 2, rural North Northamptonshire support hours, to 58; Lot 3, urban West Northamptonshire support hours, to 60; Lot 4, rural West Northamptonshire support hours, to 56; and Lot 5, overnight accommodation, to 52. The awards form a framework with fixed unit prices and hourly rates; providers accepted onto it may be selected for individual referrals or call-offs, with competition reopened where applicable. Contracts were signed on 8 April 2026 and run to 31 March 2030. The process is recorded as complete.

This award shows recurring demand from Northamptonshire Children’s Trust for disability-focused children’s care and support, across both local support-hour services and overnight accommodation. A credible future competitor will need to deliver person-centred care that helps young people achieve individual outcomes, retain or build independence, and remain with their families where appropriate. Providers should be capable of working with families and support networks as well as delivering services across the county’s urban and rural communities. The framework route favours providers able to meet the required quality standard and respond to individual referrals or call-offs under fixed unit prices and hourly rates. The opportunity was considered suitable for small and medium-sized enterprises and voluntary, community and social enterprises, and attracted substantial provider participation across all five service groupings.

Notice Description

Northamptonshire Children's Trust Framework Agreement for the provision of Personal Care and Support Services for children and young people with Disabilities for a period of 4 years. The Contract has a maximum annual budget of PS3,500,000 (exclusive of VAT) for the delivery of the requirement as set out in the Specification. This should be based upon the base 4-year contract, with the core service as detailed in the tender documentation. Services will be categorised by the following Lots that are described further in the specification: * Lot 1 - Support Hours in North Northamptonshire - Urban Areas (Corby, Kettering, Rushden and Wellingborough) * Lot 2 - Support Hours in North Northamptonshire - Rural Areas (East Northamptonshire) * Lot 3 - Support Hours in West Northamptonshire - Urban Areas (Northampton) * Lot 4 - Support Hours in West Northamptonshire - Rural Areas (Daventry and South Northamptonshire) * Lot 5 - Accommodation in Overnight Settings Personal Care and Support Services should be person centred, aiming to maintain a child or young person's quality of life, enabling them to remain living with their family and achieve their specific outcomes. The Service is not about dependency, but about helping children and young people to do things for themselves as far as they are able and encouraging them and their family and other networks to build on their strength, independence and capacity.

Providers only need to attend one of the following: • Session 1: 23rd July 2025, 1:30pm to 5pm • Session 2: 25th July 2025, 9:30am to 1pm • Format: Online (Microsoft Teams - link will be shared upon registration) Purpose of the Event: This engagement is being conducted in accordance with the Procurement Act 2023 to: • Share early information about the new PCAS Framework • Gather provider feedback to help shape the procurement approach • Promote transparency and equal access to the opportunity • Support market readiness and innovation • Share guidance on using Tender systems Procurement Timeline: We anticipate publishing the tender in Autumn 2025.
