Summary of the contracting process

West Sussex County Council, alongside several other regional councils, initially embarked on a procurement process to identify a delivery partner for the Domestic Solar PV Group Purchasing Scheme, targeting the supply and management of solar PV and battery storage systems. This project was designed to benefit residents and SMEs across various locations including Chichester, Littlehampton, Hove, and Crawley, among others, within regions UKJ21 to UKJ28. The procurement process followed an open procedure with a substantial project budget of £6,963,030. Despite extensive planning and active tender stages that were set to conclude with award decisions by 17th July 2025, the process was eventually cancelled on 13th August 2025 due to issues related to evaluation methodology flaws and bidder guidance inadequacies.

The initiative, had it proceeded, would have presented significant opportunities for companies specialising in solar energy systems and renewable technologies. SMEs with capabilities in offering competitive pricing and high-quality solar installations would have been particularly well-suited to participate, as the procurement aimed to market and facilitate the supply of these systems at scale. Domestic Solar PV Group Purchasing Scheme

Notice Description

This Invitation to Tender (ITT) is issued by WSCC to identify a suitably qualified delivery partner to procure and manage the supply of high quality and competitively priced solar PV and battery storage systems and, potentially, other associated technologies and measures. The chosen delivery partner will market and procure the supply of systems at scale directly to residents and small to medium sized enterprises (SMEs) across Sussex. For the purpose of this Procurement, the term Services is used to describe the full range of Services required. In summary: WSCC proposes to appoint a delivery partner (the Delivery Partner) to assist in the delivery of the Scheme. The Delivery Partner will appoint one or more suppliers to deliver solar equipment systems to the residents of the areas of the collaborating authorities. The Delivery Partner shall run competitions or "auctions" (approx. one per year) for the appointment of a supplier/s to deliver solar equipment systems to residents. Although we aim to run successive, annual competitions, after the first phase of the Scheme, WSCC shall be under no obligation to require the Delivery Partner to carry out further competitions and the Delivery Partner Contract would effectively come to an end if WSCC did not wish to proceed.

Renewal: Any contract extension is optional, at the discretion of the Authority, and will be subject to the same Contract Terms and Conditions as the initial contract term. The maximum duration of the Contract will be 7 years.
