        "description": "This Invitation to Tender (ITT) is issued by WSCC to identify a suitably qualified delivery partner to procure and manage the supply of high quality and competitively priced solar PV and battery storage systems and, potentially, other associated technologies and measures. The chosen delivery partner will market and procure the supply of systems at scale directly to residents and small to medium sized enterprises (SMEs) across Sussex. For the purpose of this Procurement, the term Services is used to describe the full range of Services required. In summary: WSCC proposes to appoint a delivery partner (the Delivery Partner) to assist in the delivery of the Scheme. The Delivery Partner will appoint one or more suppliers to deliver solar equipment systems to the residents of the areas of the collaborating authorities. The Delivery Partner shall run competitions or \"auctions\" (approx. one per year) for the appointment of a supplier/s to deliver solar equipment systems to residents. Although we aim to run successive, annual competitions, after the first phase of the Scheme, WSCC shall be under no obligation to require the Delivery Partner to carry out further competitions and the Delivery Partner Contract would effectively come to an end if WSCC did not wish to proceed.",

            "statusDetails": "We have taken the decision not to proceed with the current procurement for the following reasons: a) In the course of our evaluation, emerging from the application of the evaluation methodology to a diverse range of bid proposals, we identified flaws in our instructions to bidders and in the quality and the financial evaluation methodology which undermined our ability, through the evaluation, to identify the most advantageous tender, as outlined in the ITT. b) In particular: * The quality evaluation methodology did not impose a reasonable minimum score/s in order to ensure that the winning bidder would achieve the desired minimum quality standards in the performance of the contract. * The instructions to bidders failed to offer bidders sufficient guidance with respect to the priority and the desired balance of the project aims. For example, WSCC provided insufficient guidance to bidders in terms of the level of income that WSCC wished to achieve through the collection of the Management Charge. * The instructions to bidders failed to require bidders to sufficiently demonstrate their ability to deliver a feasible cost model for the project, taking into account the bidder's proposed commission charged to the appointed suppliers/installers. These flaws in the instructions to bidders and in the evaluation methodology meant that our ability to evaluate bids on a like for like basis in order to identify the most advantageous bid was in doubt. Consequently the application of the evaluation methodology would result in the unfair and unequal treatment of bidders. For these reasons, WSCC has decided to abandon the current procurement process.",
