Summary of the contracting process

The Department for Energy Security & Net Zero is procuring research services for a four-year Biomass Research Programme delivered across the UK. The programme will examine how biomass and bioenergy can support climate change mitigation, energy security and net zero delivery. Its scope covers lifecycle greenhouse-gas emissions, feedstock availability and demand, sustainability and environmental impacts, biodiversity, air and water quality, economic modelling of biomass-derived fuels and materials, and the growth and decarbonisation potential of the bioeconomy. The work is organised into seven areas: programme management, lifecycle analysis, feedstock availability, industrial feedstocks, a sustainability framework, bioeconomy analysis and a flexible fund for emerging evidence needs. Outputs include reports, policy briefings, technical annexes, models, datasets, scenario analyses, seminars, workshops and teach-ins.

The procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission allowed in English. Suppliers could send enquiries until 2 September 2026 at 5pm, and bids are due by 13 October 2026 at 5pm. The contract is scheduled to run from 14 December 2026 to 30 March 2030. Its estimated value is £4,080,000 excluding VAT and £4,896,000 including VAT. There is one lot, with award decisions due by 20 November 2026. Evaluation is based on quality: understanding of the requirement and policy relevance 15%, methodology and approach 25%, skills, resources and expertise 25%, project plan, management and risk 25%, and social value 10%.

This opportunity suits research organisations, consultancies, universities and specialist partnerships able to combine scientific, analytical and policy expertise at programme scale. Important capabilities include geospatial modelling, spatial data analysis, climate-scenario modelling, scientific research and analysis, economic research, policy development and clear science communication. Bidders need to demonstrate credible methods, strong data sourcing and quality assurance, scientific rigour, independent peer review, stakeholder and international engagement, and the ability to work across disciplines. The delivery team must include suitably experienced project management and technical leads, with clear roles, resource allocation, resilience arrangements and relevant experience on comparable projects. Suppliers should also be able to manage subcontractors, data, risks, budgets and a flexible research fund, while creating an inclusive and diverse supply chain involving SMEs, VCSEs, start-ups and academic institutions.

DESNZ is seeking to procure a contractor to provide research services for a four-year Biomass Research Programme. The programme will advance scientific understanding of the role and potential of biomass and bioenergy in supporting climate change mitigation, enhancing energy security, and de-risking the delivery of net zero. It will include research on: Lifecycle greenhouse gas emissions of biomass feedstocks and bioenergy systems Biomass availability and demand across sectors Sustainability criteria and environmental impacts Co-benefits and trade-offs including biodiversity, air and water quality Economic modelling of biomass-derived fuels and materials The bioeconomy and its potential for growth and decarbonisation The following skills and expertise are considered particularly important for this work: Geospatial modelling Spatial data analysis Modelling climate scenarios Scientific research Scientific analysis Policy development Economic research The project will additionally require strong project management capability to support the delivery of this research. Outputs are likely to include: Reports, policy briefings, and technical annexes Updated models (e.g. UK & Global Bioenergy Resource Model) Seminars, workshops, and teach-ins Data sets and scenario analyses to inform policy decisions The programme will be delivered through seven work packages (WP), covering: WP1: Programme Management WP2: Biomass Lifecycle Analysis WP3: Feedstock Availability WP4: Biomass Feedstocks for Industry WP5: Biomass Sustainability Framework (with co-benefits & trade-offs) WP6: Analyses of the Bioeconomy WP7: A Flexible Fund for emerging evidence needs DESNZ is holding a supplier event on MS Teams on 13.01.2026, consisting of a presentation by DESNZ followed by Q&A.
