Summary of the contracting process

The Department for Energy Security and Net Zero commissioned UK-wide climate research and advisory services through Climate Services for a Net Zero Resilient World 2. The programme brings together climate mitigation and adaptation to strengthen resilience and reduce risks to net zero and the Clean Power Mission. Research covers measures of UK climate resilience; resilience of mitigation policies and pathways; cascading hazards and links across systems, particularly the built environment; and global pathways examining the costs, benefits and risks of limiting warming. It takes a whole-system view of climate resilience and energy security, including cross-sector and cross-border impacts. Outputs include research reports, advice, briefings, seminars, workshops and scientific support, with work shaped around policy needs.

The procurement is complete and was awarded to Ove Arup & Partners Limited following an open procedure. The award was made on 9 April 2026. The contract was signed on 3 June 2026 and runs from 3 June 2026 to 31 March 2030. Its value is £5,898,999.62 excluding VAT (£7,078,799.54 including VAT). There was one lot. Evaluation used a most advantageous tender approach with a price-per-quality-point model, balancing quality scores against price. Quality criteria covered understanding of the requirement, methodology, skills and expertise, project management and risk, knowledge transfer and dissemination, cost control, and social value, alongside price. Six valid bids were recorded for the lot.

The requirement favours a multidisciplinary research team able to combine climate science, built-environment and energy adaptation, economics and social science. Credible suppliers need to assess climate risk using mixed methods, produce evidence reviews and analysis, develop scenarios, integrate knowledge and communicate findings to policy audiences. The programme also demands responsive policy support, scientific advice and the ability to deliver reports, briefings, seminars, workshops and teach-ins as needs emerge. Strong delivery planning, risk management, cost control, knowledge transfer and collaboration with policy teams are central to competing effectively. The selected supplier is a large consultancy, while two of the six valid bidders were SMEs; the buyer had identified SMEs and voluntary, community and social enterprises as suitable for the single lot.

Notice Description

DESNZ is seeking to procure a contractor to provide climate services focusing on the integration of mitigation and adaptation to build resilience and de-risk the delivery of net zero and the Clean Power Mission. This will build on the successful CS-N0W programme, though with a new research scope. It will include research on: Metrics and thresholds to measure and monitor UK climate resilience . Assessing the climate resilience of UK mitigation policies and pathways, and levers and barriers to implementing resilience measures. Cascading hazards and system linkages (with a focus on the UK built environment) . Modelling global mitigation and business-as-usual pathways to better understand the benefits, costs, and risks of action to reduce warming to 1.5degC or below after exceeding it as well as the impacts that are avoided and the consequences of inaction. The programme will take a whole-system approach to climate resilience and energy security, considering cross-sectoral and cross-border climate impacts on the energy and net zero system. A knowledge integration work package will provide agile policy support. The programme will require expertise in assessing climate risk through a mixed-method and multi-disciplinary approach, across climate science, built environment and energy adaptation, economics and social science. Methods could include evidence syntheses and literature reviews, data analysis and scenario development, knowledge integration and dissemination. DESNZ anticipates a consortium of suppliers will be needed to cover the breadth of expertise required. Outputs are likely to include reports, on-call advice and briefings, seminars and teach-ins, workshops, and scientific support. The research will be co-designed with policy focal points to inform specific policy areas and will have built-in flexibility to respond to emerging policy needs.
