Summary of the contracting process

The Department for Energy Security & Net Zero is initiating the procurement process for the Greenhouse Gas Inventory Improvement Programme - 2, focusing on research services essential for the UK's decarbonisation efforts. As a central government public authority located in London, the procurement falls under the "services" category, with a gross value estimated at £5,160,000. The process is currently in the planning stage, with anticipated activity beginning on 1st April 2026 and concluding on 31st March 2030. Key upcoming dates include a Supplier Engagement Call scheduled for 24th October 2025 and a market engagement event set for January 2026. Interested parties should register for the supplier event by 4 PM GMT on the day prior to the call and direct any queries to internationalclimateandenergy.procurement@energysecurity.gov.uk. This tender presents an opportunity to contribute to a programme aligning with international guidelines and addressing emission factors across the UK economy.

This procurement offers significant opportunities for businesses specialising in climate science, including SMEs and voluntary and community sector enterprises (VCSEs), to contribute to the UK's green agenda. Companies with expertise in mathematical emissions modelling, UNFCCC accreditation, and international emissions reporting standards are especially well-positioned to engage with the multi-disciplinary research activities required. Beyond research capabilities, firms with strong programme management skills to coordinate and oversee these initiatives will find this project a growth opportunity. Successful bidders will lead in developing methodologies and conducting sector-specific research to ensure a robust emission inventory framework. These efforts will be vital to supporting the UK's transition towards more accurate and transparent greenhouse gas reporting practices, positioning successful contractors at the forefront of sustainability and environmental innovation.

Notice Title

Greenhouse Gas Inventory Improvement Programme - 2

Notice Description

The market engagement slides have been shared with those who registered interest on the participation form. If you would like a copy, please email internationalclimateandenergy.procurement@energysecurity.gov.uk to request them. We are finalising the responses to the Q&A which will be published shortly. The slides and Q&A document will also be published alongside the ITT and UK4 notice. DESNZ is seeking to procure a supplier(s) to deliver and lead the second UK Greenhouse Gas (GHG) Inventory Improvement Programme of research (IIP-2). The research programme will involve an organisation with expert technical understanding of inventory issues as they relate to issues across the UK economy leading a consortium to develop methodologies, deliver sector-specific original research and engage relevant stakeholder, generating new or updated emission factors and activity data. This will continue to ensure that the UK GHG inventory is in alignment with Intergovernmental Panel on Climate Change guidelines and reflects government decarbonisation efforts. The programme will require a multidisciplinary team with expertise spanning but not limited to climate science, mathematical emissions modelling, IPCC guidelines, UNFCCC accredited experts and international emissions reporting standards, specifically as applied to sectoral processes (excluding the agriculture sector but a knowledge of the agriculture sector is essential). In addition, a dedicated programme management office will be essential to coordinate and oversee delivery. To ensure comprehensive and high-quality outcomes, the programme will employ a blend of qualitative, quantitative, modelling, and collaborative research approaches. These will include desk-based analysis, stakeholder engagement, laboratory testing, model and methodology development, fieldwork, and rigorous QA/QC procedures. The intended outcome is a scientifically robust and transparently enhanced UK GHG inventory. The inventory will be more resilient to future changes and capable of quantifying emissions uncertainty in a reproducible and interpretable manner. It will also improve the representation of emissions from diffuse sources, using open and transparent models and methods that allow for the identification and correction of risks and weaknesses. DESNZ is holding a supplier event on MS Teams on Friday 24th October 2025 from 10 AM -12 NOON GMT, consisting of presentations by DESNZ and interactive feedback sessions.
