Summary of the contracting process

Leicester City Council is the lead accountable body for Connect to Work Individual Placement and Support (IPS) provision, working with Leicestershire County Council and Rutland County Council. The requirement is for services for eligible residents, divided into three geographical areas: Leicester, Leicestershire and Rutland. The work falls within education and training services and is delivered within the relevant local authority boundary. Leicester City Council commissions and procures the service on behalf of the three councils. Lot 1 covers Leicester City; Lot 2 covers Leicestershire County; and Lot 3 covers Rutland. The three lots provide identical services, but Leicester is awarded separately and cannot be awarded to the same supplier as either of the other two lots.

Twin Training International Limited was selected for Leicester, with an awarded value of £4,633,525 excluding VAT (£5,560,230 including VAT). Intuitive Thinking Skills Ltd was selected for Leicestershire at £3,671,850 excluding VAT (£4,406,220 including VAT), and for Rutland at £437,125 excluding VAT (£524,550 including VAT). The latest published contract periods for all three lots run from 17 August 2026 to 31 March 2030. Bids were due by 12 February 2026, with enquiries accepted until 30 January 2026; the award period ended on 27 February 2026. Evaluation gave quality 90% and price 10%.

This procurement shows sustained demand from the three councils for specialist IPS delivery within education and training services, across both urban and county settings. A credible future competitor would need to support eligible residents through the required provision and demonstrate a strong, evidence-based service model, because quality carried substantially more weight than price. The buyer expressly considered the lots suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The awarded suppliers included an SME and a larger VCSE among the tenderers, showing that organisations of different scales were involved in competition. Relevant providers would therefore be those with established employability, training or IPS delivery capability, suitable local reach across Leicester, Leicestershire or Rutland, and enough operational capacity to manage one or more distinct geographical services while respecting the separation of Leicester from the other lots.

The PME process involves suppliers to attend a Microsoft Teams online session at 10.00am on Thursday 30 October 2025 to discuss the requirement and have an opportunity to provide a high level overview of the Connect to Work commissioning process and ask questions to shape any future procurement activity. A maximum of two hours have been allocated for this and will include a short presentation.
