Notice Description
Estate Management Services for Essex County Council's (the Authority's) portfolio including but not limited to the following: Core services: * Estate Management (landlord & tenant matters; leases, rent reviews); * Asset Valuations (for accounting); rent and rates management (handling payments and income); * Data recording and management; * Vacant building management Call-off services * Acquisitions and disposals; taking of new interests; valuations; * Dilapidation assessments; * CPO and compensation assessments; * Planning and development advice; * Planning applications and; * Business rates appeals The geographical scope of this procurement is Greater Essex.

Options: The contract includes the ability to call off additional property related services these could be the call off services as defined in the contract or miscellaneous property related services.
Renewal: The contract has extension provisions for up to 4 years. This could either be a 4 year extension or multiple extensions up to a total of 4 years.
Planning Information
Three Market Engagement Events were held in total. First Event - in the form of an RFI - responses were due by 17th of February 2025. ECC wanted to hear from suppliers to help shape it's future Estate Management contract. Second Event - 25th April 2025 - Round table-style in person session held at County Hall. Covering topics including estate structure, transformation plans, Climate ambitions, Social Value, and the impact of Local Government Reform. This event was followed by a post-event survey, to allow suppliers to submit any further thought around the topics discussed during the round table sessions. Third Event - 1-2-1 in-person sessions held at County Hall. Suppliers were invited to express interest in the sessions via ProContract. The purpose of this was to gather targeted feedback and support ECCs future Estate Management Procurement Strategy. These sessions covered Local Government Reform, Key Performance Indicators, and Data Migration. These three sessions concluded the Market Engagement for the Estate Management tender.
