Summary of the contracting process

Home Group Limited is procuring a framework of suitably qualified Employer’s Agent consultants to support its new-build development programme. The work may also cover conversion, refurbishment, regeneration and supported housing projects. Employer’s Agent services must be a principal area of the bidder’s expertise and a qualified discipline. The framework is divided geographically into Scotland, Cumbria, the North East, Yorkshire and Humberside, and the South of England. The South lot also includes fire consultancy. Suppliers may identify other consultancy services they can provide in-house as non-core services for potential future call-offs. The procurement is for construction consultancy, supervision and project management services, with delivery across the stated areas for Home Group’s development projects.

The procurement has reached tender: Home Group invited offers through an open competitive flexible procedure. Bidders must submit electronically in English through housingprocurement.com. Enquiries close at 16:00 on 20 August 2026 and tenders close at 16:00 on 25 August 2026. The framework is expected to run from 14 December 2026 to 13 December 2030. Its total estimated value is £6,400,000 excluding VAT, or £7,680,000 including VAT. Lot values excluding VAT are £1,000,000 for Scotland, £1,000,000 for Cumbria, £1,200,000 for the North East, £1,000,000 for Yorkshire and Humberside, and £2,200,000 for the South. Quality counts for 70% and commercial terms for 30%. A pass/fail questionnaire precedes ITT evaluation, followed by interviews for the top five consultants in each lot. Bidders can apply for up to four northern lots, or the South lot, but not both. Appointments are expected to include three consultants and a contingency consultant per lot.

This opportunity suits established Employer’s Agent practices with demonstrable construction consultancy, project supervision and construction project management capability. Bidders should be able to show that Employer’s Agent work is a principal area of expertise and that their personnel hold the relevant professional qualifications. The South lot is particularly suited to firms with an in-house fire consultancy team; fire services cannot be supplied through a sub-consultant arrangement for that lot. Firms able to provide additional consultancy disciplines in-house may be considered for non-core services in future call-offs. The framework is designed for suppliers able to resource housing and development projects across their chosen geographical area, respond to project briefs and propose suitable fees, resources and assumptions. Call-offs will mainly use a rotation, with direct awards and mini-competitions available in defined circumstances.

Home Group (HG) is seeking to establish a framework of suitably qualified and experienced Employer's Agent consultants to support our new build development programme. The scope of projects may vary and may include elements of conversion, refurbishment works, regeneration and supported housing projects. The Core services required is Employer's Agent (EA). Applicants must be able to demonstrate that EA services are a principal area of expertise and qualified discipline. In addition, applicants bidding for Lot 5 (South) must be able to provide Fire Consultant services through an in-house team and not via a sub-consultant arrangement. Applicants will also be invited to identify any other consultancy services they can provide in-house, which may be incorporated into future call-off appointments where appropriate. For the purposes of this Framework, these services will be identified as Non-Core services in our tender documentation. It is intended that framework call-offs will be primarily via Rotation, however a direct award mechanism will be available where pre-defined criteria are met.

In order to ensure our procurement approach is focused, efficient and responds to the current market, we are inviting potential suppliers to give us insight by responding to this pre-market engagement. Please note: this market engagement exercise is not an invitation to tender or a request for formal expressions of interest. Home Group is issuing this request for information only. Any market participant who chooses to respond to this request is doing so to support market research only. No supplier selection or supplier preference is implied. Participation in this PME exercise will consist of completion of a questionnaire which can accessed via the ProContract Portal. Deadline for receipt of responses to PME: 27th February 2026 Queries in relation to the completion of this Market consultation exercise can be made through the same portal. Responses to the questionnaires will be used to help inform our specifications and preferred procurement approach. If we need to seek any additional clarification or detail around a response, then we may contact the responder directly. Potential responders will not be prejudiced in any future procurement processes by either responding or not responding to this PME exercise.
