Summary of the contracting process

The Department for Education (DfE) is planning a procurement process to enhance the Property Flood Resilience (PFR) measures in schools across the UK, as part of the Schools Water Strategy, an invest-to-save initiative targeting high-risk flood areas. The project, titled "Schools Property Flood Resilience: Regional Providers (Design and Build) - SWS - 2026-2030", is in the planning stage, with a significant market engagement event scheduled on 4th February 2026. Interested parties are required to register by 30th January 2026 via Jaggaer. The procurement aims to award approximately five regional contracts, estimated at a gross value of £68.4 million, to deliver PFR solutions focused on design and build requirements, with installations primarily during school holidays. The DfE encourages participation from SMEs directly or through subcontracting, creating a pathway for extensive market engagement and contract opportunities.

This initiative presents significant opportunities for businesses in construction, project management, flood prevention, and related technical services. Companies with expertise in design and optioneering of flood resilience solutions, construction, and installation of PFR measures, particularly within the school context, will find this tender well-aligned with their capabilities. The DfE's emphasis on engaging SMEs and the open procurement method offers a valuable platform for smaller enterprises to expand their operations and cement their standing in the public sector. With contracts expected to span several years, this procurement can enable sustained business growth through long-term government collaboration. Additionally, businesses focusing on social value and compliance with modern slavery requirements will align well with the project's objectives, enhancing their competitive advantage in the tendering process.

Notice Title

Schools Property Flood Resilience: Regional Providers (Design and Build) - SWS - 2026-2030

Notice Description

This prior information notice is to notify suppliers of an upcoming market engagement related to a planned DfE Property Flood Resilience procurement. The Schools Water Strategy is an "invest to save" strategy aimed at reducing the risk of flooding in schools. This planned procurement is to enable the expansion of the current Property Flood Resilience (PFR) installations across the school estate, specifically targeting members of the Risk Protection Arrangement (RPA) for schools in high-risk flood areas and schools that have suffered repeated flooding disruption. These works are anticipated to include design and build requirements of grey, green (nature-based) and blue property flood resilience solutions, with installation expected to be predominantly aligned to the school summer holiday period, subject to school access arrangements and the nature of the works. The Department for Education's SWS Team is seeking further engagement with suppliers in the specialist PFR and construction design and build markets related to the planned PFR procurement. The DfE will be hosting an online market engagement session on 4th February 2026 -10:00-11:00 to share further details on the scope of works and seek feedback on the DfE's approach. Please see the additional information for details on how to register your interest in attending the market engagement.
