Summary of the contracting process

Brighton and Hove City Council is commissioning day opportunities services for adults in Brighton and Hove. The services provide activities, work and learning opportunities for adults with learning disabilities, including people who may also be autistic; neurodivergent adults, including people who may also be autistic; and adults with acquired brain injuries. Two service areas cover people with additional high care and support needs whose needs and behaviours are assessed as complex. The procurement is for health and social work services, delivered in the city. It is structured around five service areas: learning disabilities, neurodivergence, acquired brain injury, complex learning disability support, and complex neurodivergent support. The arrangement uses a framework agreement, allowing approved providers to deliver the relevant day opportunities services.

The procurement is complete and has reached award stage, with awards recorded as pending. The award date is 28 July 2026 and the standstill period ends on 13 August 2026. Five lots were awarded separately: £5,120,000 for learning disabilities, to Achieve Together, Down Syndrome Development Trust, The Grace Eyre Foundation, Independent Lives (Disability), Rocket Artists Studios CIC, Salutem LD Bidco IV, Surrey Choices and Team Domenica; £640,000 for neurodivergent adults, to The Grace Eyre Foundation, Independent Lives (Disability), Salutem LD Bidco IV, Surrey Choices and Team Domenica; £2,560,000 for acquired brain injuries, to The Grace Eyre Foundation and Headway Sussex; £3,840,000 for complex learning disability support, to Achieve Together, The Grace Eyre Foundation, Rocket Artists Studios CIC and Salutem LD Bidco IV; and £640,000 for complex neurodivergent support, to Salutem LD Bidco IV. Each contract is planned from 1 September 2026 to 31 August 2031, with extensions potentially lasting until 31 August 2034. The open procedure was evaluated on 100% quality, with economic and technical selection requirements set out in the ITT.

This award demonstrates sustained demand from Brighton and Hove City Council for specialist day opportunities supporting adults with learning disabilities, autism, neurodivergence and acquired brain injuries. A credible future provider would need to design and deliver high-quality activities, work and learning opportunities, including services for people with complex needs and additional care and support requirements. Relevant experience in disability support, neurodiversity, acquired brain injury services, person-centred planning, safeguarding and managing complex behaviours would be important. Providers would need the economic and technical capacity required by the ITT and evidence capable staff, safe operating arrangements and reliable delivery in Brighton and Hove. The competition was suitable for SMEs and voluntary, community and social enterprises across all five service areas. The successful provider profile ranged from local specialist organisations and social enterprises to larger care providers, indicating scope for both independent delivery and partnership or subcontracting models.

The Council is establishing updated contracting arrangements for high-quality Day Opportunities, including a range of activities, work and learning opportunities in the City for adults who may have one or more of the following support needs: * Learning Disabilities and who may also be autistic * Neurodivergent and who may also be autistic * Acquired Brain Injuries (ABI) Services will be broken down into 5 Lots: * Lot 1: Learning Disabilities and who may also be autistic * Lot 2: Neurodivergent and who may also be autistic * Lot 3: Acquired Brain Injuries (ABI) * Lot 4: Learning Disabilities and who may also be autistic with additional high care and support needs * Lot 5: Neurodivergent and who may also be autistic with additional high care and support needs Lots 4 and 5 are for the provision of Day Opportunities (High Care and Support) for Adults with Learning Disabilities who may also be autistic and for Neurodivergent Adults who may also be autistic, who have been assessed by the Council as having needs and behaviours that would be considered complex. Please note values are based on estimates and will vary based on referrals throughout the life of the contracts.

Brighton and Hove City Council are reviewing their Day Opportunities provision and invite interested providers to attend an engagement session held remotely on Wednesday 20th August 10-11.30am. This session is for both existing providers and providers who may wish to deliver day opportunities services within Brighton and Hove. Commissioning would like to invite you to an online Engagement Session to discuss: • Recommission timeline • Key elements of the contract/specification • Application requirements and support • Q&A Our procurement colleagues will also be supporting the session.
