Summary of the contracting process

Leeds Teaching Hospitals NHS Trust, through the North East and Yorkshire NHS Pharmaceutical Purchasing Consortium, is buying high-tech homecare medicines services for NHS member trusts in the North East and Yorkshire. The arrangement also allows other publicly funded organisations to use the framework, subject to the Authority’s prior approval. It covers six service areas: unlicensed compounded desferrioxamine; compounded antimicrobials; compounded chemotherapy and monoclonal antibodies; other unlicensed compounded medicines; medicines for metabolic disorders; and other non-compounded high-tech homecare medicines. The requirement combines pharmaceutical products with pharmacy services, including supplying medicines and providing the associated homecare service. Delivery is for participating trusts across the North East and Yorkshire region, with approved access available to publicly funded organisations beyond the consortium’s membership. The planned framework is multi-supplier, with separate lots for the six service areas.

The buyer invited offers through an open procedure to establish a closed framework agreement, with awards made without reopening competition. The tender return deadline is 16 November 2026 at 12:00 UTC; the enquiry deadline is 6 November 2026 at 12:00 UTC. The contract period is 1 April 2027 to 31 March 2029, with an optional 24-month extension, giving a possible end date of 31 March 2031. The estimated total value is £200 million excluding VAT (£240 million including VAT). Lot values excluding VAT are £41 million for desferrioxamine, £34 million for antimicrobials, £72 million for chemotherapy and monoclonal antibodies, £2 million for other unlicensed compounded medicines, £12 million for metabolic disorders, and £39 million for other non-compounded medicines. Each lot is evaluated on commercial price (40%), technical quality (50%) and social value (10%). The tender return deadline was amended from 4 November to 16 November 2026.

This opportunity is aimed at pharmaceutical and specialist homecare providers able to supply high-tech medicines and deliver the associated homecare services to NHS trusts. Suppliers can compete for the service areas that match their portfolio and operational strengths, rather than needing to cover all six categories. Relevant capabilities include handling compounded and unlicensed medicines where applicable, including specialist therapies such as desferrioxamine, antimicrobials, chemotherapy and monoclonal antibodies, as well as medicines for metabolic disorders. Providers focused on non-compounded high-tech medicines may suit the sixth service area. The stated evaluation gives greatest weight to technical quality, alongside commercial price and social value, so bidders should be prepared to demonstrate service quality and social value as well as competitive pricing. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable to compete across the lots.

The North East & Yorkshire NHS Pharmaceutical Purchasing Consortium (NEYPPC) intend to establish a Framework Agreement for the provision of High Tech Homecare Medicines Services. The scope of this procurement will encompass all High Tech Homecare Medicines Services required by member Trusts within the NEY region, while also allowing access for non-member Trusts. Access for non-member Trusts will be available to any publicly funded entity, subject to prior approval from the Authority. Planning Information

The Authority’s aim for preliminary market engagement is to share relevant information, indicative timeframes, and engage with suppliers to help inform the development of the specification. Please can interested suppliers complete the following survey https://forms.office.com/e/5FKT9BDRfB by 12:00 on the 9th of February 2026. Please Note: The Authority may contact respondents following receipt and review of survey responses to seek clarification or further information where necessary. In addition, suppliers are invited to attend one of two scheduled preliminary market engagement sessions. Both sessions will follow the same agenda and cover the same scope; therefore, attendance at one session is sufficient. However, suppliers may choose to send different representatives to each session if availability requires. Sessions: Wednesday 28th January 2026, 11am to 1pm Monday 2nd February 2026, 1pm to 3pm Please can all interested suppliers contact the NEYPPC Regional Procurement Team via email to confirm attendance by 9am 21st of January 2026 leedsth-tr.neyregionalcontracting@nhs.net.
