Summary of the contracting process

Wolverhampton City Council procured building and associated construction works for a new Fleet Services Depot, offices and council services facility on the former wholesale market site at Hickman Avenue, Wolverhampton. The scheme brings several council functions together, including taxi licensing, fleet vehicle workshop facilities with an ATF lane, vehicle parking and electric vehicle chargers, Travel Unit minibus parking, Meals on Wheels, street lighting and cleaning stores, and shared offices and welfare facilities. The works also include renewable energy provision, including solar panels, to reduce the facility’s carbon footprint, support the electric vehicle fleet and lower utility costs. The procurement is classified as building construction work and is a works contract delivered in Wolverhampton.

The procurement has been awarded and the contract has been signed. Wolverhampton City Council used a selective competitive flexible procedure under the Procurement Act 2023. The tender submission deadline was 13 March 2026, and the award was made on 20 May 2026. MCPHILLIPS (WELLINGTON) LIMITED was awarded the contract. The award value was £13,195,823 excluding VAT, or £15,834,987.60 including VAT. The signed contract value was £13,200,823 excluding VAT, or £15,840,987.60 including VAT. The contract was signed on 7 July 2026 and runs from 13 July 2026 to 22 November 2027. One lot was used. Evaluation weighted price at 60% and quality at 40%, covering experience, delivery approach, social value, health and safety, risk, equality and inclusion.

This requirement indicates demand from Wolverhampton City Council for contractors able to deliver complex public-sector design and build works combining operational depots, workshops, offices, storage, parking, welfare facilities and specialist vehicle infrastructure. A credible future competitor would need relevant construction experience, robust risk assessment and method statements, strong health and safety systems, and the capacity to manage an integrated programme through to completion. Experience delivering fleet facilities, ATF workshop provision, electric vehicle charging, renewable energy installations and public-sector buildings would be directly relevant. Suppliers should also be able to demonstrate effective cost control, invoice and application management, environmental performance, social value, and equality, diversity and inclusion. The requirement is suitable for small and medium-sized enterprises, while delivery may require coordinated specialist subcontractors.
