Summary of the contracting process

Supply Chain Coordination Limited is establishing a national framework for respiratory healthcare products and related services for the UK healthcare sector. The five lots cover respiratory therapy; anaesthesia and resuscitation equipment and consumables; diagnostic and monitoring equipment; nitrous oxide destruction solutions; and respiratory support services. Products include breathing devices, oxygen delivery equipment, respiratory monitors, masks and other medical consumables. Delivery is across the United Kingdom. The framework is intended for NHS Supply Chain and eligible NHS bodies, government departments, statutory bodies and private-sector organisations active in UK healthcare, with ordering rights depending on the product route set out in the framework. Lot 5 covers services and is linked to suppliers responding to specified product lots.

The procurement has been awarded through an open procedure and is now at award stage; the five lots are marked complete, with awards recorded as pending. The framework award date for Lot 1 is 29 July 2026; Lots 2–5 are dated 27 July 2026. Each lot has a two-year initial contract period from 16 June 2027 to 15 June 2029, with an option to extend by up to two years. Awarded suppliers and values are: Lot 1, 35 suppliers, £70,427,938; Lot 2, 21 suppliers, £27,005,576; Lot 3, 14 suppliers, £21,282,885; Lot 4, E-Breathe Ltd, £11,600,000; and Lot 5, five suppliers, £6,600,000. Evaluation for Lots 1–4 weighted price at 50%, with quality factors covering social value, supply chain, sales and service, conversion support, and training. Lot 5 weighted service and after-sales support at 80%, price at 10% and social value at 10%.

This award demonstrates substantial, recurring demand from NHS Supply Chain for respiratory products, anaesthesia and resuscitation equipment, diagnostics and monitoring, nitrous oxide destruction, and associated support services. The multi-supplier framework structure shows that manufacturers, specialist medical-device distributors and service providers can all participate, including small and medium-sized businesses. To be credible in a future competition, suppliers should be able to supply the relevant product range reliably across the UK and demonstrate strong supply-chain management, sales and service capability, and effective implementation or conversion support. Training, education and added-value provision also formed part of product-lot evaluation. For support services, robust service delivery and after-sales support were especially important. Competitors should also be prepared to evidence social value and offer competitive pricing. Lot 5 participation was linked to bids for Lots 1, 3 or 4.

The purpose of this notice is to draw attention to a procurement the Authority will conduct to establish a National Framework Agreement for the provision of Respiratory Solutions 2026 under the following Lot structure: Lot 1: Respiratory Therapy; Lot 2: Anaesthesia and Resuscitation; Lot 3: Diagnostics; Lot 4: Nitrous Oxide destruction Solutions; and Lot 5: Respiratory Support Services For Lots 1 to 4 Tenderers can submit for one, more than one Lot, or all of the Lots detailed above. However ONLY Tenderers responding to Lots 1, 3 and/or 4 are invited to tender for Lot 5 (noting that Lot 5 is not applicable to Lot 2). Tender submissions received solely for Lot 5 will not be accepted nor evaluated. Further details about the requirements within each Lot are provided in the tender documentation. The term of the contracts formed under the proposed Framework Agreement may continue beyond the end of the term of the Framework Agreement itself.
