Summary of the contracting process

Defence Equipment and Support, acting through Babcock Land Defence Limited as procurement agent for the UK Ministry of Defence, is procuring a European vehicle leasing and support service for Project Phoenix. The requirement covers leasing, servicing, maintenance, repairs and inspections for the MOD’s White Fleet and associated operations. Suppliers will need to provide solutions for standard and specialist vehicles, with approximately 576 assets across multiple European locations. Delivery and support are required in Germany, Poland, Romania, Italy, Norway, the Netherlands and Belgium. This is a services opportunity in the vehicle leasing and motor vehicle maintenance sector, including repair and maintenance services for motor vehicles and associated equipment. The procurement is subject to defence and security requirements.

The procurement has reached tender: the buyer has invited offers through an open competitive flexible procedure, beginning with a Procurement Specific Questionnaire (PSQ) first stage and followed by an Invitation to Tender for suppliers selected to proceed. Enquiries must be submitted by 13 August 2026 at 23:59, and tender responses by 24 August 2026 at 23:59. The single lot has an estimated value of £41,666,666 excluding VAT, or £50,000,000 including VAT. The contract period is 7 December 2026 to 7 December 2036, with renewal provisions and a maximum extent date of 1 December 2035. The PSQ uses mandatory pass/fail participation, pre-qualification, procurement-specific and minimum quality-threshold questions. The later ITT is weighted 60% price, 30% technical and 10% social value.

This opportunity suits vehicle leasing and fleet management providers able to operate across several European countries and support a substantial mixed fleet. Relevant suppliers should be able to source and manage both standard and specialist vehicles, and provide coordinated maintenance, repair and inspection services throughout the operating locations. The first-stage assessment tests economic and financial standing, technical and professional capability, relevant experience, eligibility, exclusion grounds and other conditions of participation. Suppliers must provide sufficient evidence to meet each mandatory requirement in full; failures are scored as fail. Defence and security conditions apply, and only suppliers shortlisted through the PSQ will receive the ITT material. The work is therefore best suited to established providers with multinational delivery capacity, robust fleet-support arrangements and experience of comparable operational requirements.
