Summary of the contracting process

Transport for London has initiated a planning phase for the "Staff Welfare and Customer Toilet Programme Delivery Framework," aimed at improving its infrastructure under two specific programmes: the Staff Welfare Programme and the Customer Toilet Programme. The procurement process falls under the industry category of construction works, specifically targeting vital assets such as stations, train crew accommodations, fleet depots, and more across the London Underground network. Located predominantly within London, the framework is scheduled to commence on 12 January 2026 and will run until 11 January 2030. This planned procurement will leverage a framework agreement under the special regime for utilities, with future notices expected by 15 June 2025.

This tender presents substantial business expansion opportunities for construction firms specialising in public infrastructure projects, particularly those with expertise in refurbishment and renewal operations. With its multi-year span and coverage of multiple sites, businesses equipped to handle high-volume, repeatable tasks across diverse locations would be ideal candidates for this framework. Supply chain partners are needed to ensure successful delivery, fostering long-term relationships with Transport for London, a central government public authority. Companies capable of providing accessible facility solutions and mid-life renewals will find this framework particularly suited to their capabilities.
