Contract details notice for the provision of conversion, upgrade and continued maintenance of the TfW Ticket Vending Machine (TVM) estate.
Planning Information
This notice is issued solely for the purpose of gathering market intelligence and does not constitute a call for competition or a commitment to a formal procurement process at this stage. Through this early market engagement exercise, Transport for Wales Rail Limited (the Contracting Authority) seeks to: 1) Understand the level of market interest in any future procurement opportunity. 2) Obtain information on potential new market entrants and progress on Rail Delivery Group (RDG) accreditation. 3) Obtain information to help inform the specification e.g. setting of appropriate service level KPI’s; understand difference in potential delivery models. 4) Understand potential for system integration. 5) Understand options around decommissioning and sustainable approaches to management of product lifecycle. 6) Understand any supplier risks, including any associated risks and mitigations when operating in a live rail environment. 7) Contractual challenges Transport for Wales Rail Limited may not have considered. Suppliers who wish to participate in this exercise are invited to complete a questionnaire, which will support Transport for Wales Rail Limited in gathering market intelligence and shaping any future procurement approach. Please email supplychain@tfw.wales to register your interest in participating. Responses to the questionnaire are required by 5pm on Monday 21st July 2025. Suppliers are encouraged to raise further questions via the email address provided. The Authority reserves the right to engage further with all or a limited number of respondents subject to the questionnaires returned.
Procurement Information
In accordance with Section 41 of the Procurement Act 2023, a direct award is justified to the existing supplier, due to the absence of competition for technical reasons and there is no reasonable alternative. In accordance with Schedule 5: Section 7 - The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where-- (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
