Summary of the contracting process

Sefton Metropolitan Borough Council procured passenger transport services for Pinefield School, part of Sefton’s Complementary Education Service. The requirement is taxi transport to and from Pinefield Centre in Formby for around 60 pupils across the week. The pupils have identified health and social, emotional and mental health needs, with many also experiencing social communication difficulties. The service supports their attendance, re-engagement with learning and eventual reintegration or transition to their schools or other educational settings. Journeys are delivered in the Sefton area, particularly around Formby. The awarded requirement is for vehicles with up to five passenger seats, corresponding to standard taxi or small passenger-car operations. The procurement is a passenger transport service rather than a vehicle supply, education service or clinical support contract.

The procurement has been awarded to Apex Management Solutions Ltd following a competitive call-off from Sefton’s Provision of Passenger Transport Open Framework. The selection used an open procedure and evaluated bids on price alone. Apex was awarded the Pinefield School contract on 1 July 2026 at an estimated gross value of £285,000. The contract period is 1 September 2026 to 31 August 2027, with two optional one-year extensions subject to satisfactory performance; the maximum stated end date is 31 August 2029. The underlying framework selection covered a lot for vehicles with up to five passenger seats and was suitable for SMEs. The call-off followed the framework’s competitive selection process, and the award is above the relevant threshold. The estimated value may vary with the number of vehicles and routes required.

This award demonstrates demand from Sefton for coordinated taxi transport for pupils with complex mental health and social communication needs. Suppliers well placed for a future requirement would be established passenger transport or taxi operators able to provide vehicles with up to five passenger seats, organise reliable school journeys and manage routes and vehicle capacity around a regular education timetable. Experience transporting children or passengers requiring a sensitive, personalised service would be commercially relevant, particularly where the operator can support safe and dependable travel to an education setting. The competitive framework route shows that smaller transport businesses can be suitable, while the price-only evaluation indicates that cost control and efficient scheduling are central to competing. Operators should also be able to sustain performance across any extended service period and adapt to changing route or vehicle requirements.
