HCC -OCT/25 THE PROVISION OF RESIDENTIAL CHILDREN'S HOMES FOR CHILDREN AND YOUNG PEOPLE WITH AUTISM
Notice Description
Hertfordshire County Council is currently out to procurement for the PROVISION OF RESIDENTIAL CHILDREN'S HOMES FOR CHILDREN AND YOUNG PEOPLE WITH AUTISM The Council wishes to create a new Service for two (2) children that are unable to live alongside other Children and Young People (CYP) that have a diagnosis of Autism/Autism Spectrum Disorder (ASD) and/or challenging and complex behaviours. The Children's Home will be registered as a single service with Ofsted and provide homes for children within two (2) semi-detached houses The Council is offering the opportunity to visit the site Tuesday 28th October 2025. Please ensure you contact: cyp.cla@hertfordshire.gov.uk to confirm your attendance by noon on Friday 24th October 2025. Due to practicalities on site, the Council will need to limit numbers to two (2) per Provider in the first instance. However, if there is spare capacity nearer the time of the visit we will do our best to accommodate additional numbers. Please advise when confirming your attendance if you want to be considered for additional places and these will be granted on a first come first served basis. The Council will procure this contract using the Open Procedure as defined in the Procurement Act 2023 Full details of the requirement and context of the procurement can be found in the Service Specification of the Contract Document. Organisations wishing to take part in this project are invited to 'express an interest' and also 'opt in' which will give access to the full procurement documents in the e-tendering system. To be considered as a Tenderer you must complete and submit a Tender by the deadline of 12 noon on the 24th November 2025. Please allow sufficient time to make your return, as Tender submissions cannot be uploaded and submitted after this return deadline. Please ensure that where possible documents are uploaded as a PDF and that file names are succinct. Any questions relating to this procurement must be made via correspondence on the website, in accordance with the procurement documents, and can be addressed to the main contact as shown in the details above. Tenderers should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed. Please note that attendance requests for the PME Provider Event (which should be no more than 2 representatives from each organisation) must be received by 12.00 noon on 26 June 2025. Please send your requests to attend the PME Provider Event to cyp.cla@hertfordshire.gov.uk, stating the names of all attendees, with email and telephone contact details. In addition, to participate in this PME, organisations must return their completed Provider Questionnaire (Appendix A of the PME Document), together with any supporting documents, through the Correspondence area of this project by the return deadline of 12.00 Noon on 11 July 2025, as per the PME documentation and e-tendering system. Provider Questionnaires received after the deadline may not be reviewed at the Council's sole discretion. "riskDetails": "In furtherance of the UK Government's plans for English devolution, Hertfordshire County Council (HCC) is consulting on plans for the reorganisation of local government structures in its county. This reorganisation may result in the county, district and borough councils of Hertfordshire being re-organised into a multi tiered unitary authority. HCC is required to submit its full plan for re-organisation to UK Government by November 2025, and any changes are estimated to take effect in April 2028 (although this is subject to change). Such changes could directly affect the structure, scope, or continuation of the contract beyond 1st April 2028. Whilst it is anticipated that existing contracts will be novated to the replacement authority, HCC can offer no guarantee at this stage."
