Summary of the contracting process

Hertfordshire County Council commissioned residential children’s homes for children and young people with autism. The service combines accommodation with social care and welfare support, including residential provision tailored to autistic children and young people. Delivery is in Hertfordshire. This award shows demand from Hertfordshire County Council for specialist residential homes supporting children and young people with autism. A credible future supplier would need suitable residential premises, robust safeguarding and care arrangements, and the operational capacity to mobilise a home safely. The evaluation places particular importance on co-production, staff recruitment and training, equality of opportunity, social value, monitoring systems and processes, core values, and relationships with young people and the local community. Providers should therefore be able to evidence strong workforce planning, staff development, quality assurance, outcome monitoring and meaningful participation by young people and their families. Experience delivering residential social care with accommodation, particularly for autistic children and young people, would be directly relevant. SMEs and VCSE organisations were considered suitable for the requirement.

The Council is seeking expressions of interest and the option for organisations to attend a PME Provider Event on 30 June 2025 at 14.00 at Farnham House, Stevenage. Please note that attendance requests for the PME Provider Event (which should be no more than 2 representatives from each organisation) must be received by 12.00 noon on 26 June 2025. Please send your requests to attend the PME Provider Event to cyp.cla@hertfordshire.gov.uk, stating the names of all attendees, with email and telephone contact details. In addition, to participate in this PME, organisations must return their completed Provider Questionnaire (Appendix A of the PME Document), together with any supporting documents, through the Correspondence area of this project by the return deadline of 12.00 Noon on 11 July 2025, as per the PME documentation and e-tendering system. Provider Questionnaires received after the deadline may not be reviewed at the Council's sole discretion. Please make sure that you have submitted your Provider Questionnaire following the instructions within the PME documentation and e-tendering system. The Council will not be held accountable for any errors made by an organisation in submitting their Provider Questionnaire.
