Summary of the contracting process

Sellafield Limited intends to procure an online service providing comprehensive, up-to-date engineering and technical information, together with notifications of changes to legislation. The platform will also provide a centralised way to manage, control, publish and distribute engineering and design standards created by the participating nuclear organisations: Sellafield Limited, Nuclear Waste Services, Nuclear Restoration Services, the National Nuclear Laboratory, Atomic Weapons Establishment and Nuclear Transport Services. This is an engineering information and standards management service, rather than a requirement to carry out engineering design. The service is intended for use across the participating organisations in the United Kingdom.

The procurement is at the planning stage: Sellafield has set out its intention to buy the service, but has not yet invited tenders. It plans to use one lot, with a five-year contract and an option to extend the overall term by up to two years. The planned contract period is 30 November 2027 to 29 November 2032, with a maximum end date of 29 November 2034. The estimated value is £9 million excluding VAT (£10.8 million including VAT). The buyer expects to publish the next notice on 1 February 2027. As part of preliminary market engagement, Sellafield plans to share a scope of work and request for information through its Atamis procurement system; organisations are asked to register there and send questions and RFI responses through its messaging function by 12 November 2026.

This service may suit suppliers of online engineering or technical standards libraries, legislative monitoring and change-notification services, and platforms for managing controlled technical publications. Suppliers able to combine current external reference information with workflows for managing, publishing and distributing standards generated by multiple organisations are particularly relevant. The requirement spans six nuclear-sector participants, so bidders should be prepared to support shared use across several organisations and their engineering and design standards. Sellafield has marked the procurement as suitable for small and medium-sized enterprises, and the service is intended to cover the United Kingdom. The planned market engagement offers prospective suppliers a chance to understand the scope and provide information to inform the procurement before the later tender stage.
