Summary of the contracting process

The Foreign, Commonwealth and Development Office (FCDO) is preparing a procurement process to appoint a delivery partner for the administration of the Chevening and Marshall scholarship programmes. This initiative is currently in the planning stage, with a significant engagement phase scheduled. The procurement focuses on administrative educational services, operating globally across over 160 countries for Chevening and supporting US-UK academic exchanges for the Marshall Scholarships. The planned contract is set to commence on 1st September 2027, with a potential extension until 2035, providing services including programme delivery, global communications, and financial administration. The proposal highlights key priorities for suppliers to demonstrate innovation, social value, and operational resilience. FCDO will host a virtual supplier engagement session, with interested parties encouraged to register.

This tender presents a substantial opportunity for businesses that specialise in administrative services, educational programme management, and global communications. Companies with extensive experience in handling large-scale international projects and a proven commitment to social inclusion and sustainability will find this tender particularly suitable. The contract's extensive scope and international reach make it an attractive proposition for organisations capable of providing comprehensive programme management and evaluation. The engagement phase allows potential suppliers to help refine requirements, ensuring that innovative and effective service delivery methods can be incorporated into the final procurement strategy, thus supporting business growth for capable providers.
