Summary of the contracting process

Transport for London intends to procure a coach management system for Victoria Coach Station in London. The service will replace the existing system used for service booking, coach operator schedule planning, invoicing and customer information displays. The replacement is intended to support the station’s coach operations strategy, including operational, customer and revenue priorities. It should improve efficiency in managing coach departures and arrivals while continuing to meet business management and customer needs. This is an information technology services requirement covering software development, implementation and support, with the likely emphasis on an integrated operational platform for a busy coach station. Suppliers specialising in transport management systems, passenger information, scheduling, booking, billing or related public transport technology may find the scope relevant.

This procurement is at the planning stage: Transport for London has stated an intention to procure, but has not issued an invitation to tender. The procurement is planned as a single lot and is below the applicable threshold. The buyer expects a subsequent notice to be published by 30 September 2026. The planned contract period is from 30 April 2027 to 30 April 2036, with a maximum possible extension to 30 April 2047. Renewal is anticipated. The requirement is classified as services, specifically IT services including consulting, software development, internet and support. The procurement is described as planned; detailed procedure, evaluation arrangements and financial value will be established as the process develops.

The requirement is likely to suit suppliers with proven experience designing, replacing and supporting integrated booking and scheduling systems in transport or other high-volume operational environments. Relevant capability may include coach or bus operations, timetable and resource planning, arrivals and departures management, customer information displays, invoicing and revenue processes, system integration, data migration, user support and service improvement. Suppliers should be able to demonstrate that their technology can improve operational efficiency without reducing service quality, while serving both internal business users and customers. Experience delivering resilient systems for public transport operators, transport hubs or similarly complex environments would be well placed. Businesses can use the planning period to assess their solution, implementation capacity, support model and evidence of comparable deployments before the market-stage procurement is issued.
