Dial A Ride Taxicard and MOAT Overspill Taxi Services
Notice Description
Essential door to door transport services for older and disabled Londoners simultaneously covering ALL of the London and entire greater London geographic area. The provider must be a taxi operator (not an IT provider), and must evidence provision of all of this service coverage, including all vehicles, without sub-contracting to anyone else. Scheduled AND Ad-hoc Taxi and PHV services for Dial-a-Ride and taxicard members, covering gaps in minibus availability with accessible vehicle options. - Volumes are seasonal with demand being greatest in Christmas and Easter school holiday periods, consisting of approximately:- - between 0 and 30 (multi-trip) taxis on any one day, average 10 on a day, 300 a month, trend is slowly increasing - between 1 and 9 (single trip) taxis on any one day, average 4 on a day, 250 a month, trend is slowly increasing. - The Licensed Vehicles consist of 3 types, and all 3 are to be available to each and every ride to each individual customer. Customers dictate what type of vehicle they require, which are:- - Taxis (black cabs or equivalent) which have wheelchair access; - Private Hire Vehicles which do not normally have wheelchair access; and - Low floor which do not have wheelchair access.

Transport for London (TfL) and London Councils are preparing for a future procurement of Taxi and Private Hire Vehicle (PHV) services, supporting the Taxicard and Dial-a-Ride schemes from 2026 onwards. These services are essential for enabling travel for individuals with mobility or visual impairments and represent a commitment to inclusive, accessible transport across the capital. We are currently conducting early market engagement to understand the capabilities, capacity, and interest of the market-particularly from SME providers. Your input will help ensure that market perspectives inform the development and finalisation of both the procurement strategy and the subsequent tender documents. "features": "IMPORTANT: This is a combined PSQ AND Invitation to Tender. You are hereby invited to submit a tender for these services to the Authority in the ONLY round. There will be only one submission stage for this procurement. The submission shall include all information required for the assessment of quality, social value and price. Each submission will be evaluated over two steps. Step 1 will consist of a technical quality and social value evaluation only, with no price assessment. At this step, submissions will be weighted 80% technical quality and 20% social value. There will be a down-selection following completion of Step 1. Only the top three (3) highest-scoring bidders achieving a minimum overall score of 50% or above at Step 1 will progress to Step 2. Step 2 will introduce the commercial element. The final evaluation at this step will consist of 60% price and 40% quality. The quality score applied at Step 2 will comprise the technical and social value scores previously assessed at Step 1, with social value accounting for 10% of the overall Step 2 scoring. No re-scoring of technical or social value responses will occur. The Authority reserves the right to seek clarifications from shortlisted bidders during Step 2. Any clarification sought will be strictly limited to resolving ambiguities, confirming factual information already submitted, or correcting clerical or arithmetic errors. Clarifications must not allow bidders to modify, improve, or supplement their technical, social value or commercial submissions and will not result in any re-scoring of the quality or social value elements assessed at Step 1. The combined price and quality scores from Step 2 will total 100% and will determine the successful bidder.
