Summary of the contracting process

The public procurement process detailed here focuses on a contract awarded to COMCAB (LONDON) LTD by Transport for London (TfL) for providing Dial-a-Ride Taxicard and MOAT Overspill Services. The procurement, handled through an open, competitive flexible procedure, is designed to supply essential door-to-door transport services across London. With a total award value of £4,740,000, the contract includes options for renewal, assuming satisfactory performance, up to the maximum extension date of 31st August 2031. The procured services aim to meet the needs of older and disabled Londoners, arranging scheduled and ad hoc taxi and private hire vehicle services. The award notice was published on 7th July 2026, with the contract period set to commence on 24th July 2026 and conclude by 31st August 2029, covering all areas of London and extending to the Greater London region.

This contract presents significant opportunities for businesses in the transport service industry, particularly those able to offer comprehensive coverage without subcontracting. It is especially suited for taxi operators, as the requirement stresses the provision of a full service without reliance on IT-only providers. Small and medium-sized enterprises (SMEs) with robust capacity to cover the entire London area may find this an ideal opportunity to expand their market presence by delivering high-demand, seasonal transport solutions. The opportunity to work directly with a prominent public authority like TfL allows businesses to firm their reputations by enhancing service delivery for accessible transport needs among London's vulnerable populations.
