Summary of the contracting process

Norfolk County Council is procuring services for the maintenance of Haven Bridge and the maintenance and operation of Herring Bridge in Great Yarmouth. Both are twin-leaf lifting bridges in the port town. Haven Bridge is operated by Peel Ports on behalf of Great Yarmouth Port Authority, which has a statutory navigation obligation. The requirement covers two service areas: planned and reactive maintenance of both bridges, including road traffic equipment, emergency support, inspections and bridge-related systems; and the 24/7/365 operation of Herring Bridge from a manned control tower. The second service area also includes planned and reactive facilities management for the control buildings, tower and welfare facilities, including cleaning, HVAC, electrical, plumbing and heating services. Delivery is in Norfolk.

The process reached tender: Norfolk County Council invited offers through an open competitive flexible procedure under the Procurement Act 2023. It has two lots. Lot 1 covers bridge maintenance; Lot 2 covers Herring Bridge operation. The enquiry deadline was 17 September 2026 at 12:00, and the tender submission deadline is 28 September 2026 at 10:00. The contract period is 1 February 2027 to 31 January 2032, with an extension of up to 36 months at the Council’s discretion. The estimated total value is £6,720,000 excluding VAT (£8,064,000 including VAT); Lot 1 is £2,080,000 excluding VAT and Lot 2 is £4,640,000 excluding VAT. Offers are evaluated on price and quality, with price weighted at 40% for each lot. Electronic submission is allowed in English, and bidders must register on the Council’s e-procurement system.

This opportunity suits bridge maintenance contractors, bridge operators, facilities management providers and consortia able to combine these capabilities. Lot 1 requires planned and reactive maintenance, road traffic equipment expertise, movable barriers, flashing beacons, audible warnings and CCTV, together with LOLER and weekly walkover inspections. Suppliers must also support emergency services during maritime or road traffic accidents, chemical spillages, fires and other incidents. Lot 2 requires operational resilience for continuous bridge control from a staffed tower, plus hard and soft facilities management across control and welfare buildings. Strong candidates will be able to demonstrate experienced staff, mobilisation planning, routine and emergency response, business continuity, communications, KPI and reporting management, environmental management and stock control. Both lots are identified as suitable for small and medium-sized enterprises, with economic and technical selection requirements.

Notice Description

Norfolk County Council is responsible for the maintenance of the Haven Bridge, and the maintenance and operation of the Herring Bridge, which are both twin-leaf lifting bridges located in the port town of Great Yarmouth. The Haven Bridge is operated by Peel Ports on behalf of Great Yarmouth Port Authority, who have a statutory obligation to operate the bridge for navigation. On 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.

Lot Information

Maintenance of Haven and Herring Bridge

The following maintenance services are required: 1) Maintenance (planned and reactive). 2) Planned and reactive maintenance of road traffic equipment including movable barriers, flashing beacons, audible warnings and CCTV. 3) Providing support to the emergency services in case of maritime or road traffic accident, chemical spillage, fire or other incident. 4) LOLER and weekly walkover inspection. Renewal: The Contract may be extended by up to 36 months at the Council's discretion.

Operation of Herring Bridge

The following operation services are required: 1) Operation of the bridge 24/7/365 from a manned control tower on site. 2) Soft and hard facilities management [planned and reactive] of the control buildings, control tower and welfare facilities including cleaning, HVAC, and domestic electrical, plumbing and heating systems. Full details of the requirement can be found in the Service Specification, which forms a Schedule to the Terms and Conditions.

Renewal: The Contract may be extended by up to 36 months at the Council's discretion.
