This contract delivers the UK's statutory reporting against The Air Quality Standards Regulations (2010) and retained EU law. The UK is required to collect, manage, and report air quality data to demonstrate compliance with statutory limit values, target values, long term objectives and critical levels set for the protection of human health and ecosystems. This contract involves the coordination of air quality evidence (including measurements from the national monitoring networks and modelled data from Defra's model(s) (produced under The Modelling Ambient Air Quality (MAAQ) contract) into official dataflows for statutory reporting, accessible files for public consumption and into a formal annual compliance report.

Planning Information

The Department for Environment, Food and Rural Affairs (Defra) will be inviting proposals to provide the Management of ‘Air Quality’ Data and the Formal Reporting of Air Quality for the ‘Data Management and Compliance Reporting’ contract. This project will be split into two lots, the primary purpose of Lot 1 is to collect, process and store air quality monitoring data from the national monitoring networks, to aggregate this data and calculate statistics, and to make this data available to various parties. The purpose of Lot 2 is to deliver formal reporting against the Air Quality Standards Regulations (2010) and to produce accessible summaries and technical reports of compliance against UK limit values, target values and long-term objectives. This requires producing XML dataflows that adhere to a strict reporting schema. Data is also reported to the European Monitoring and Evaluation Programme. Following the evaluation stages 1-5 referenced in the Bidder Pack, the authority reserves the right to reissue the technical evaluation questions, pricing schedule, or any part thereof to the two highest scoring bidders, or any other bidder, for a Best and Final Offer (BAFO).
