Summary of the contracting process

The Association of North East Councils Limited, trading as the North East Procurement Organisation (NEPO), has established a UK-wide framework for public authorities needing grounds maintenance equipment, horticultural chemicals, agricultural and construction plant, handheld tools, and equipment hire. It covers equipment supplied with or without operators, including specialist machinery, mowers, vehicles, machinery parts, fertilisers and landscaping tools. Lot 1, grounds maintenance equipment and horticultural chemicals, was awarded to 63 suppliers at £200,000,000 excluding VAT (£240,000,000 gross). Lot 2, agricultural and construction plant equipment, was awarded to 48 suppliers at the same value. Lot 3, handheld tools and equipment, was awarded to 46 suppliers at the same value. Lot 4, equipment hire on an operated or non-operated basis, was awarded to 28 suppliers at the same value. Awards were made on 21 August 2026, with contracts signed from 7 July 2026 and the framework running to 31 August 2030. Evaluation was 70% price and 30% quality. Lot 4 uses an annually refreshed rate book; call-offs may use direct award or further competition, and a percentage fee applies to invoiced purchases or hires.

This framework demonstrates substantial, recurring public-sector demand for suppliers of grounds-care machinery, horticultural products, agricultural and construction plant, handheld electrical and mechanical tools, machinery parts and equipment hire. Credible competitors will need a suitable product range or specialist fleet, reliable supply and delivery across the UK, and the ability to support public authorities through direct-award and further-competition call-offs. Lot 4 particularly suits plant-hire businesses able to provide operated and non-operated equipment, maintain clear hire rates and refresh pricing regularly. The appointed supplier base includes both SMEs and large businesses, showing that smaller specialist dealers can compete where they offer strong coverage, technical capability, dependable after-sales support and competitive pricing. Notice Description

The Association of North East Councils, trading as the North East Procurement Organisation (NEPO), in partnership with The Procurement Partnership Ltd (TPPL), is awarding a multi-supplier, multi-lot Framework Agreement for Grounds Maintenance, Equipment & Plant for use by contracting authorities throughout the United Kingdom. The Framework provides Contracting Authorities across the United Kingdom with access to a wide range of grounds maintenance equipment, horticultural chemicals, agricultural and construction plant equipment, handheld tools, and the hire of equipment on either an operated or non-operated basis. NEPO has established the overarching contractual terms and conditions governing the use of the Framework, with Contracting Authorities accessing the services through either further competition or direct award call-off contracts.

Options: The hire rates submitted under lot 4 for grounds and plant equipment will form the basis of a rate book to be used by members seeking to hire those items via the Framework. This does not limit members from accessing this lot of the Framework to hire equipment not covered by the rate book.

NEPO intend to publish a Preliminary Market Engagement Questionnaire via the OPEN e-Tendering system (www.open-uk.org). The questionnaire responses will help NEPO design the Framework by providing the level of market interest and provide insight from suppliers on the shaping of the future provision. The questionnaire will be made accessible via OPEN on 17/09/25 with a submission deadline of 16:00 on 30/09/25.
