Summary of the contracting process

The procurement process is handled by Post Office Limited, a central government public authority in London, United Kingdom. The title of the contract is "environmental (energy consumption and carbon emissions) reporting," and it falls under the industry category of Environmental Services. This contract has already reached the award stage, with the award notice published on 3 June 2025. The contract period is set to begin on 11 June 2025 and will end on 19 May 2026, with a potential extension until 19 May 2027. The programme seeks to continue and enhance annual carbon reporting and develop a Climate Related Financial Disclosure assessment, supporting ESG strategy enhancement within Post Office Limited. A direct award procurement method was used, stemming from increased regulations necessitating frequent interactions with Inspired Energy Solutions Limited, who were previously engaged for these services.

This tender represents significant opportunities for businesses focusing on environmental services and energy consultancy, especially those skilled in emissions reporting and climate risk analysis. The project aligns with businesses that can efficiently manage governance and ESG strategies. Due to the direct award procurement method, companies looking to establish long-term relationships through reliable performance and technical expertise in carbon emissions reporting are well-suited for involvement. It provides a lucrative chance to refine sustainability frameworks and contribute meaningfully to central government mandates. Given the potential cost implications of repeating data collection and validation, enterprises with prior experience in similar reporting frameworks may be particularly competitive.

Notice Title

environmental (energy consumption and carbon emissions) reporting

Notice Description

This supersedes Notice identifier: 2025/S 000-029403, incorrect value input. A 4 year programme was proposed and accepted to build on previous annual SECR (Carbon reporting) and undertake a CFD (Climate Related Financial Disclosure) assessment and report which we are obliged to include in the Company Report (ARA). We are in the middle of the Climate Scenario Risk Analysis and risk assessment which are reported to RCC/ARC. During the 4 year programme our CFD framework is embedded which includes governance and Board and SEG Capacity building sessions. This will also support maturity of Post Office ESG strategy and framework. OCS were originally engaged (compliantly) to contract for these services as much if the source data was derived from building energy consumption but as the requirement on POL (driven my new regulations) is increasing the type and frequency of contact from POL direct to Inspired making this contracting method inefficient There have been 2-years work completed so far on data collection and reporting that would need to be repeated/validated by any other incoming provider at a cost of ~PS60k
