Summary of the contracting process

Network Rail Infrastructure Limited is conducting a preliminary market engagement process for a signalling control system aimed at improving railway safety and efficiency. As a central government public authority, Network Rail is seeking input from the supply market concerning the development of technology for track worker controlled secondary protection, without relying on trackside devices. The main procurement category is services, and the planned engagement notice offers business opportunities for market participants to demonstrate their solutions. Prospective suppliers have until 27th June 2025 to provide feedback and clarify details. The procurement is currently in the planning stage, with future notices anticipated on 1st December 2025. The project is valued at £1,000,000 and covers the region of London, UK.

This procurement presents opportunities for businesses involved in developing safety technology and railway signalling systems. Companies with existing or near-ready products for track worker safety systems can leverage this engagement to highlight their capabilities and potential solutions. The tender offers prospects for growth, especially for firms capable of integrating their technology with current railway signalling infrastructure and addressing safety performance improvements. Businesses specialising in cyber security, ergonomic design, and signal technology innovations stand to benefit significantly from participating in this process, offering them visibility and potential partnerships with Network Rail. The focus is on solutions that meet safety regulations, provide cost-effective implementations, and ensure seamless technology integration.

Notice Title

Signalling Control System - Preliminary Market Engagement Notice

Notice Description

To continue to enhance the safety environment for railway track workers, passengers and the public Network Rail need to introduce technology which enhances safety controls and enables work to be undertaken more efficiently. Through this Preliminary Market Engagement Notice, Network Rail would like to understand available, or significantly developed, solutions for track worker controlled secondary/additional protection that does not require trackside devices on the current network. This is assumed to require either an update or addition to an existing signalling control system or a control centre device that interfaces to the signalling control system. In either case, a connection would then be made to the track worker to allow them to apply and remove the additional protection using a remote device. The purpose of this Preliminary Market Engagement Notice is to allow Network Rail to understand: * What solutions to the problem statement are currently available? And/or potentially available soon. * What can the market offer? * Which systems would it work with? * What, if anything, would Network Rail need to change or adapt for successful implementation?
