Summary of the contracting process

The Defence Infrastructure Organisation (DIO) is preparing for the Defence Rental Accommodation Project (DRAP), aimed at providing and managing accommodation services for Service Personnel in the United Kingdom. The procurement process is in the planning stage, with a focus on early market engagement. A virtual Early Market Engagement seminar is scheduled for 2nd June 2026, from 1300 to 1600, and interested suppliers can submit their Expressions of Interest by 25th May 2026. This seminar will outline the tender requirements and procurement strategy, inviting market feedback to refine the final tender. The project is significant, with an estimated value of £700 to £840 million, underlining its importance within the accommodation management services category.

DRAP represents a substantial business opportunity, particularly for SMEs capable of providing accommodation management services. It is crucial for businesses looking to expand into government contracts, especially those experienced in delivering compliant and timely accommodation solutions aligned with military and governmental standards. The contract spans from April 2029 to March 2034, with potential renewals extending to 2036, thereby offering long-term business growth prospects. The procurement encourages a diverse range of suppliers, supporting a competitive environment conducive to innovative solutions for defence accommodation needs across the UK.

Notice Title

Defence Rental Accommodation Project

Notice Description

The Defence Rented Accommodation Programme (DRAP) is intended to replace the existing Rented Living Accommodation Project (RLAP) upon its expiry, ensuring continuity of Substitute Service Family Accommodation (SSFA) and Substitute Service Single Accommodation (SSSA) across the UK. The contract is designed to provide suitable, timely, and compliant accommodation where insufficient Service Family Accommodation (SFA) or Single Living Accommodation (SLA) exists, ensuring operational effectiveness and supporting the wellbeing of Service personnel. DRAP must deliver accommodation that meets JSP 464 condition standards, is fit for purpose, and is statutorily and mandatorily compliant. Properties must be located within agreed distance or travel time parameters of duty stations and aligned with Service personnel entitlements. The contractor will be required to source accommodation to meet required-by dates, offer appropriate choice (including viewings for SSFA), and provide temporary accommodation where necessary to prevent any accommodation gaps.

Planning Information

The Defence Infrastructure Organisation (DIO) is undertaking early market engagement activities in support of the forthcoming Defence Rentals Accommodation Project (DRAP) procurement. DRAP will deliver a future service for the provision and management of Substitute Service Family Accommodation (SSFA) and Substitute Single Service Accommodation (SSSA), ensuring that Service Personnel continue to receive accommodation that meets the required policy standards. As part of this engagement, the Authority will host a virtual Early Market Engagement (EME) seminar on 2nd June 2026 at 1300 running until 1600. The purpose of the seminar is to provide prospective suppliers with an overview of the requirement, outline the proposed commercial and procurement approach, and seek initial market feedback to help shape the final tender. Organisations interested in attending are invited to submit an Expression of Interest (EOI) to: DIOComrcl-Major-Programmes@mod.gov.uk The EOI must include: The name of the organisation, and A single point of contact, including contact details. Upon receipt of a valid EOI, the nominated contact will be issued with a pre‑seminar briefing pack, which will include further information on the DRAP opportunity, alongside an invitation to attend the virtual seminar. The Authority encourages participation from a broad range of suppliers to support the development of a robust, competitive and deliverable procurement strategy.
