Summary of the contracting process

West Yorkshire Combined Authority commissioned two victim-support services across West Yorkshire. Lot 1 covers an Independent Sexual Violence Adviser (ISVA) service for people affected by rape and sexual assault, providing confidential, impartial and independent advice, emotional and practical support through the criminal justice process, and liaison with police where needed. Lot 2 covers an Independent Stalking Advocacy Caseworker (ISAC) service, providing comparable support for people affected by stalking. Both services act as a main point of contact for victims, survivors and witnesses and tailor support to individual needs. The procurement is for counselling, guidance and wider health and social work services. Delivery is across West Yorkshire, with the Combined Authority acting for the Mayor’s Police and Crime Plan.

This completed procurement used an above-threshold open procedure under the light-touch regime, divided into two lots. Evaluation for both lots was 80% quality and 20% price, covering methodology, resources, project management, service design and delivery, quality and impact, and social value. Lot 1 was awarded to RASAC - Rape and Sexual Abuse Centre on 25 September 2025 for £6,048,000 gross (£5,040,000 excluding VAT). Its contract was signed on 28 November 2025, runs from 1 April 2026 to 31 March 2029, and may extend to 31 March 2033. Lot 2 was awarded to Leeds Women's Aid on 25 September 2025 for £2,167,200 gross (£1,806,000 excluding VAT); its award remained pending, with a stated contract period of 2 February 2026 to 1 February 2029 and possible extension to 1 February 2033.

This requirement demonstrates sustained demand for specialist, trauma-informed advocacy supporting victims of rape, sexual assault and stalking across West Yorkshire. A credible future supplier would need trained advisers and caseworkers able to provide confidential, impartial and independent advice, emotional and practical support, criminal-justice expertise, and effective liaison with police and other agencies. The evaluation shows that service quality matters substantially more than price, so evidence of robust methodology, resources, project management, service design, delivery, outcomes and social value would be important. The buyer also identified the opportunity as suitable for voluntary, community and social enterprises. Providers should be capable of meeting measurable performance expectations, including supporting at least 70% of referred victims and achieving improved outcomes for 80% of supported victims, while maintaining an annually reviewed Equality Impact Assessment.

ISVA and ISAC support varies based on the individual needs of the victim/survivor. The support is primarily through the criminal justice process, offering emotional and practical support and acts as the main point of contact for a victim/survivor and can liaise with the police on their behalf if needed.
