Summary of the contracting process

The most recent procurement contracting process, managed by Scotland Excel, involved the establishment of a Flexible Framework Agreement for Care and Support Services across various locations in Scotland. The procurement, classified under the industry category of Social work and related services (CPV 85300000), adopted an open procedure method, allowing new entrants (providers) to participate throughout the open period. The process concluded with contracts awarded to multiple suppliers on 12 March 2026 for a total contract value of GBP 1.5 billion. Another key procurement was led by West Dunbartonshire Council for External Building Fabric Upgrades, aiming to enhance the living conditions of tenants and improve assets. This procurement, focused on Building construction work (CPV 45210000), reached completion on 19 September 2025, with a contract value of GBP 27.5 million awarded to Ailsa Building Contractors Ltd.

The Care and Support Services Flexible Framework Agreement presents numerous business growth opportunities for new and existing providers of social work services. Businesses that specialise in care at home and supported living services, and are qualified and registered with the relevant regulatory bodies in Scotland, are well-suited for this framework. Similarly, the building construction project represents significant opportunities for construction firms with appropriate certifications, especially those capable of delivering external wall insulation and roofing work. Both projects encourage participation by offering open entry points and detailed guidance in procurement documents, enabling businesses to expand their reach and contribute to substantial public initiatives in Scotland.
