Summary of the contracting process

Westminster City Council commissioned Housing First services in Westminster, delivered through intensive floating support alongside permanent housing. The service is intended to help people retain social tenancies, move towards independence and break recurring cycles of homelessness. It is divided into a general Housing First Support Service for mixed-gender clients and a specialist Housing First service for women affected by violence against women and girls (VAWG). The planned capacity was up to 48 service users for the general service and up to 36 women for the VAWG service. The work combines housing and social care support and is relevant to charities, voluntary and community organisations, housing support providers and social care operators with experience of homelessness intervention. The council is the buyer and the services are delivered in Westminster, London.

The procurement is complete and both lots were awarded on 17 February 2026 following an open procedure. Lot 1 was awarded to Single Homeless Project (SHP) for £4,015,516 excluding VAT (£4,818,619.20 including VAT); its contract was signed on 7 May 2026 and runs from 1 June 2026 to 31 May 2029, with extensions of one year at a time up to 31 May 2032. Lot 2 was awarded to Solace Women’s Aid for £3,440,944.20 excluding VAT (£4,129,133.04 including VAT); its contract was signed on 13 May 2026 and has the same contract period and extension arrangement. Each lot was evaluated on quality (60%) and price (40%), with economic and technical selection requirements. Each contract includes potential scale-up for 10–14 additional service users, subject to funding and governance.

This award shows that Westminster City Council uses specialist voluntary and community-sector providers for sustained Housing First support, including a dedicated VAWG offer. A credible future competitor would need to demonstrate intensive, tailored and outcomes-focused floating support, the ability to work alongside social landlords and manage clients in social tenancies, and practical methods for helping people sustain accommodation and progress towards independence. The VAWG requirement additionally calls for expertise in supporting women affected by domestic abuse and related violence, with appropriate safeguarding and trauma-informed practice. Providers should be able to staff services at the published client scale, manage referrals and changing tenancy availability, work with council governance and funding controls, and expand delivery through additional workers and management support when required. The competition attracted three bids for Lot 1 and two for Lot 2, indicating an established supplier market.

Westminster City Council (WCC) are recommissioning Housing First Services in two Lots: - Lot 1 Housing First Support Service - Lot 2 Housing First Violence Against Women and Girl (VAWG) The service is a pivotal and strategically aligned provision at the heart of the WCC's Homelessness and Rough Sleeping Strategy 2024. This service is a cornerstone of our ambition to prevent homelessness, enhance recovery, and transform lives through a dynamic, tailored, and outcomes-driven approach. Housing First is a widely renowned homelessness intervention strategy that prioritises providing permanent housing with high quality wraparound support. Its aims are for service users to retain their tenancies and graduate from intensive floating support to independence, therefore ending recurrent cycles of homelessness. Housing First has been an established commissioned service in Westminster since 2017. This procurement aims to continue delivering this service primarily for clients who are currently in social tenancies through Housing First and to allow flexibility to accommodate new service users where new tenancies become available. The overarching aim of this tender is to commission an intensive floating support model for Housing First, structured into two distinct lots: one providing a specialist service for women affected by Violence Against Women and Girls (VAWG) to support up to 36 women, and the other delivering a generic Housing First mixed gender service supporting up to 48 service users. The estimated Service Commencement Date is 1 June 2026. The Initial Contract Period is 3 years, with provision for extension, at WCC's discretion, for up to a further 3 years (1+1+1 years), providing a total contract period of up to 6 years (calculated from the Service Commencement Date), expiring no later than 31 May 2032. During the Contract Period the Authority may, at its sole discretion, require additional Services to be delivered by the Provider, i.e. should additional tenancies or funding opportunities become available, in excess of the existing Services Users, the Provider will liaise with the Authority to agree provisions. Any increase will be subject to funding availability and to the Authority's governance procedures. Any agreed scale-up of the Service would be aligned to Housing First model e.g. one extra worker per five to seven Service Users plus management support consideration. During the contract period the service may be scaled up to support an additional 10 -14 Service Users, this is subject to clause 47 of the Contract and is at the Authorities' discretion. The budget published does not include this additional capacity.

Planning Information

The date of the online consultation workshop event will be Monday 23rd June at 1pm to 2.30pm. The workshop will explore the commissioning of Housing First support and accommodation WCC Housing Need and is primarily aimed at existing and potential suppliers of these services and suppliers of associated accommodation.
