Summary of the contracting process

Essex County Council is spearheading a project entitled "Electric Vehicle Charging Infrastructure (LEVI Fund)" with a focus on boosting on-street low-powered charge points in residential areas to hasten the commercialisation of Electric Vehicle (EV) charging infrastructure across Essex. The tender process has followed a competitive flexible procedure and has progressed to the award stage, with key dates including the contract start on 25th June 2026 and extension options available until 2042. The project is categorised under services for public authorities, and is set within the geographical region of UKH3, covering Essex County.

This public procurement creates promising business opportunities for small and medium enterprises (SMEs) particularly those specialized in electrical installation, vehicle-related technologies, and EV infrastructure management. Successful vendors like Believ Limited and Qwello (UK) Ltd are prime examples of SMEs poised to leverage this contract for substantial growth. Businesses capable of providing innovative solutions for street furniture and multi-socket charge points will be particularly well-suited to tender for such projects, especially given the focus on the installation and operational maintenance of a large-scale public-use EV charge point network. The project not only aims at financial returns through revenue sharing models but also aligns with wider environmental sustainability and social value goals, enhancing its appeal to versatile, environmentally-conscious market players.
