Summary of the contracting process

Argyll and Bute Council is seeking tenders for Waste Management Services, focusing on refuse and waste-related services across regions including Oban, Lorn, Mid Argyll, Kintyre, Bute, and Cowal. This tender arises as the Council's current Public Private Partnership (PPP) arrangements are due to expire by September 2026. At this stage, the procurement process is in the 'tenderUpdate' phase, with a focus on services that will continue the existing waste management services while the Council evaluates long-term contractual possibilities. Key deadlines include the submission of tenders by 21 November 2025, with electronic submissions allowed via the given portal. The procurement process employs an open procedure method, ensuring widespread participation and transparency.

This procurement exercise presents substantial opportunities for businesses within the recycling and waste management sectors. Companies that specialise in non-hazardous refuse treatment, waste-tip management, and recycling services will find this an advantageous opportunity. It is well-suited for enterprises capable of managing infrastructure related to Waste Transfer Stations (WTS), Recycling Centres (RC), and Recycling Deposit Points (RDP). The contract offers potential growth through the provision of continued services, potentially extending for two more years beyond the initial term based on performance. The inclusion of community benefits within the tender also highlights Argyll and Bute Council's commitment to contributing positively to the regional community, offering added value beyond the immediate business opportunities.
