Summary of the contracting process

The procurement process, led by the Crown Commercial Service (CCS), involves a planned Pan Government Collaborative Agreement aimed at providing construction works and associated services, including both traditional and modern construction methods. This opportunity falls within the construction industry category and will cover locations across the UK and overseas, catering to public sector needs such as health, education, and infrastructure. The procurement is currently in the planning stage, with market engagement set to begin in January 2025. Interested parties are encouraged to express their interest by emailing by midday on Friday, 13th December. The tender involves a substantial contract with an estimated value of £80 billion, and will likely be structured into lots based on value, location, and sector needs. The framework is anticipated to commence from January 2026 and last for approximately 87 months, including a mobilisation period.

This tender presents significant growth opportunities for businesses involved in the construction, offsite solutions, and related services sectors. Companies offering architectural, engineering, and maintenance services, as well as those specialising in electrical machinery and real estate services, are particularly well-suited to compete. Suppliers with capabilities in both temporary and permanent construction, as well as those equipped with Cyber Essentials certification, will find this engagement beneficial. The competition is inclusive of both UK and international firms, promoting a diverse supplier base. Ultimately, businesses that can adapt to various regional requirements within the UK and beyond, and those meeting public sector standards, stand to benefit from participating in this procurement process.

If you are interested in attending a market engagement session please express your interest by emailing construction@crowncommercial.gov.uk no later than midday on Friday 13th December. Your email should clearly state the name of your organisation and contact details for the individual(s) who will participate in the market engagement. Further details of planned engagement sessions will subsequently be provided to you. Crown Commercial Service (CCS) will use an eSourcing system for this competition and reserves the right to use an electronic auction. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. Any potential bidders entering into a forthcoming procurement should ensure this is in place as whilst successful bidders may be awarded a contract, they will be unable to enter into any call off contracts with buyers until they are able to demonstrate to CCS that they meet the technical requirements prescribed by the Cyber Essentials Scheme for services under and in connection with this procurement.",
