Summary of the contracting process

Pembrokeshire County Council appointed contractors to a framework for maintenance, repair and improvement works across its housing stock and corporate buildings throughout Pembrokeshire. Most work concerns domestic properties; corporate buildings receive occasional minor works. The tender estimated total value at £110 million excluding VAT (£132 million including VAT); individual lot estimates, excluding VAT, are: general responsive works £3.5 million; mechanical/plumbing £500,000; electrical repairs £1 million; void refurbishment £12 million; painting £1 million; carpets £2 million; works up to £25,000 £15.5 million; works £25,000–£500,000 £20.5 million; domestic and non-domestic roofing £2 million and £1 million; adaptations £300,000; windows/doors £2 million; planned electrical work £1.5 million commercial and £2 million domestic; and larger works £30 million. Most contracts run to May 2029, with a 12-month extension option. Several duplicate contract entries were terminated on 1 October 2026 after an award-notice rewind caused by an error; no reason beyond that administrative error is stated.

The framework demonstrates recurring demand from Pembrokeshire County Council across specialist trades and general building work, with opportunities ranging from responsive household repairs to larger, multi-trade projects. Small and medium-sized enterprises were expressly considered suitable across the lots, and the awarded panels include many SMEs. To compete credibly when similar requirements return, suppliers should be able to resource variable workloads, manage orders and priorities, deliver reliably to required standards and timescales, and provide clear job records and client updates. For domestic work, strong tenant liaison, protection of occupants and belongings, customer care and sensitive support for vulnerable residents are important. Emergency lots require year-round out-of-hours response. Larger projects call for programme, risk and change control, statutory compliance, health and safety, competent supply-chain management and effective site coordination. Pricing was weighted at 60% in the stated lot evaluations.
