Complex Dementia Discharge to Assess (D2A) - Market Engagement - BSol ICB
Notice Description
NHS Arden and Greater East Midlands Commissioning Support Unit (CSU), on behalf of NHS Birmingham and Solihull Integrated Care Board (BSol ICB), is seeking expressions of interest from suitably qualified and experienced providers for the provision of Complex Dementia Discharge to Assess (D2A) Beds for patients that present with dementia and behaviours that challenge. Where this cohort of patients no longer require an acute hospital bed and have been identified as unsafe to return home immediately (even with services), these Complex Dementia D2A beds will enable citizens to receive ongoing care and/or rehabilitation for up to six weeks. During this time, health and social care assessments can take place in an appropriate setting, at the right time for the patient. Additionally, these beds will also support step-up from the community where admission into an acute setting can be avoided. <br/><br/>The commissioner has published this Prior Information Notice to support market engagement only at this stage.<br/><br/>Further details of the service are provided in II.2.4 below

BSol ICB are seeking expressions of interest from suitably qualified and experienced providers for the provision of Complex Dementia Discharge to Assess (D2A).
In Birmingham and Solihull there is a cohort of patients that present with dementia and behaviours that challenge in acute settings. Where this cohort of patients no longer require an acute hospital bed and have been identified as unsafe to return home immediately (even with services), these Complex Dementia D2A beds will enable citizens to receive ongoing care and/or rehabilitation for up to six weeks. During this time, health and social care assessments can take place in a more appropriate setting, at the right time for the patient.
The contract duration is expected to be 3 years with up to a 2-year extension option.
The indicative contract value is expected to be PS2,950,663 per year for 35 beds which will be a mixture of block and spot purchased beds. Any inflation in future years will be linked to the national guidance.
This market engagement exercise is intended to support the commissioner in refining the financial model, service model and procurement strategy.
We ask all providers to review the service specification and then complete a short questionnaire to share feedback, register their interest and/or confirm their intention to attend a virtual Market Engagement Event.

The virtual Market Engagement Event is scheduled to take place on Thursday 3rd July 2025, from 2:00pm to 3:15pm. Providers must register for the event separately by visiting the following link: https://events.teams.microsoft.com/event/934b1c6e-98ef-4c5d-b7f0-fba50c9b3d43@37c354b2-85b0-47f5-b222-07b48d774ee3.
Providers are also invited to register their interest in a minimum 15-minute follow-up one-to-one meeting during the week commencing 7th July to discuss the opportunity in more detail. Please indicate in the questionnaire if you are interested and invitations will be sent in due course.
Please ensure you submit your response no later than Tuesday 1st July 2025. Additional information: Any award of contract for this requirement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply. In addition, neither the placement of this notice nor any subsequent notice shall bind the Commissioner to award of any contract.
