Summary of the contracting process

Nottingham City Council plans to procure housing professional services for work in Nottingham and Nottinghamshire. The requirement is divided into two areas: project management and quantity surveying services, and architectural design services. It covers professional support for housing-related projects, including quantity surveying and architectural design activity. The procurement is for services, with the classification including real estate services and quantity surveying services. The council is the buyer, and the arrangements may need to accommodate changes arising from the planned reorganisation of local government in Nottingham and Nottinghamshire. This could affect governance, boundaries and service delivery during the contract. The procurement is expected to involve a framework agreement, allowing professional services to be called off for relevant housing work.

This procurement is at the planning stage: it is a pipeline notice intended to alert the market and is not an invitation to tender. Nottingham City Council expects to publish the tender notice on 5 October 2026, using an open procedure. The estimated value is £4,000,000 excluding VAT, or £4,800,000 including VAT. The planned contract period is from 4 January 2027 to 3 January 2031. The procurement is above the relevant threshold and is marked as planned. The buyer has previously revised its expected market date because of delays, so the 5 October 2026 date is indicative rather than a response deadline. The procurement is arranged as two lots covering project management and quantity surveying services, and architectural design services.

This will suit firms providing housing project management, quantity surveying or architectural design services, including organisations able to work across Nottingham and Nottinghamshire. The buyer has marked the procurement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, which may make it relevant to specialist practices and collaborative delivery teams. Suppliers should prepare evidence of the professional capability needed to support housing projects across the two service areas, such as project management, cost management, quantity surveying or architectural design experience. The framework structure may suit businesses seeking repeat call-off work rather than a single project. Firms should also be prepared to adapt delivery and contractual arrangements if local-government reorganisation changes the participating authorities or service requirements.

Notice Description

This is a Pipeline Notice published in accordance with the Procurement Act 2023 to forewarn the market of a future tender opportunity, and does not require any action from potential bidders at this time. When the tender goes live a further notice will be published giving details. The tender will be published on the Councils e-tendering platform which can be found at https://www.eastmidstenders.org. We advise registering on the portal to be notified directly of tenders published by the Council Housing Professional Services consisting of 2 lots - Project Management and QS Services and Architectural Design Services. During the anticipated contract period, Nottingham and Nottinghamshire may be subject to Local Government Reorganisation (LGR), a national programme led by central government to restructure two-tier authorities into single unitary councils. This process involves Nottingham City Council, Nottinghamshire County Council, the district/borough councils, and the Ministry of Housing, Communities & Local Government, and may lead to changes in governance, boundaries and service delivery arrangements that could affect this contract. Tenderers should therefore note that organisational and contractual arrangements may need to adapt in line with any LGR implementation.
