Summary of the contracting process

Scottish Borders Council procured health and social care services: a flexible framework for care at home provision across the Scottish Borders local authority area. The requirement covers social work and related services delivered without accommodation, including support provided in people’s homes. The framework is intended for suitably qualified and experienced care providers and allows the Council to admit new providers periodically over its life. The Council is the buying organisation, with services delivered throughout the Scottish Borders rather than at a single named site. This is relevant to organisations providing regulated domiciliary care, home support or related social care services in the Scottish Borders and able to operate across the local authority area.

The procurement has been awarded following an open procedure. It used a flexible framework agreement, with one lot covering the care at home requirement. Tenders closed on 6 April 2026 at noon, and the award was made on 19 May 2026. Evaluation used the most economically advantageous tender, weighted 40% price and 60% quality. The framework value is £76.5 million; the awarded contract value is £76 million. The framework contract period runs from 19 May 2026 to 18 May 2036. The award was made to Gentle Hands healthCare Limited, SRS Care Solutions (Scotland) Ltd, Nightingales Home Help Services, Call-in Homecare Limited, MFCM, Concept Home Care, Enhance Support and Care, McSence Communication Ltd and the British Red Cross Society. The contract was signed on 27 July 2026.

This award demonstrates substantial, long-term demand from Scottish Borders Council for regulated care at home delivered across its local authority area. Future credible providers would need registration with the Care Inspectorate and a minimum grade of 3 across all themes, together with recent experience of delivering a regulated care at home service. The Council also expects named staff and qualifications, robust financial assurance, and insurance covering employers’ liability, public or third-party liability, medical malpractice or care and treatment, and motor vehicles where relevant. Providers need strong health and safety arrangements, including risk assessments for staff, the public, vehicles, equipment and major incidents. The awarded supplier group includes several SMEs, showing that appropriately qualified smaller providers can compete alongside larger organisations.
