Summary of the contracting process

Scottish Borders Council is actively seeking tenders for its Care at Home Flexible Framework, aimed at providing health and social work services in the Scottish Borders. The procurement process, initiated on 24th February 2026, is currently in the tender stage, with the submission deadline set for 6th April 2026 at 12:00 pm. The anticipated start date of the contract is 19th May 2026, lasting up to 10 years. The procurement falls within the 'Health and social work services' category and features a framework agreement allowing new entrants periodically. Interested bidders should note the electronic submission requirement and ensure compliance with insurance and accreditation standards. The total value of the framework is estimated at £76,500,000, providing substantial opportunities for qualified providers.

This tender represents significant growth opportunities for businesses in the health and social care industry, particularly those specialising in care at home services. Businesses with experience in providing regulated care services in the past three years and possessing strong financial and health & safety credentials are well-positioned to compete. The Council is delivering training via the Supplier Development Programme for potential bidders to better understand the tendering process, enhancing opportunities for successful participation. The light touch regime in the framework agreement presents no barrier to participation, allowing a broad range of providers to enter and benefit from sustained business over the contract duration. The inclusion of community benefits, requiring framework providers to deliver based on spent levels, further emphasises its potential impact on local business growth and community development within the Scottish Borders region.
