Scoring shall be a mix of pass/fail, discretionary pass / fail, and geared score elements which may include minimum pass score where indicated. A 'fail' in a Stage will exclude a Bidder from further consideration. Once the bids are evaluated, negotiations will cover such topics as TFL, in its discretion, determines may be necessary. On conclusion of negotiation Bidders will be asked to resubmit the elements of the Bid negotiated on. These elements shall be re-evaluated to the published scoring criteria and a final score given."
