Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) has established a framework for public sector organisations to source vehicle hire, leasing, vehicle purchases, and vehicle servicing and repair through supplier portals. Each portal is intended to show options matching a customer's vehicle and service requirements, including live pricing and availability, and to support orders with the chosen supplier. The work combines fleet provision with portal access and related customer and supply-chain services. Delivery is across the United Kingdom for public sector contracting authorities. Three service areas were awarded: hire, lease and purchase. The vehicle service and repair area was not awarded because there were insufficient submissions. The framework allows eligible public sector customers to use the relevant portal and place orders directly with its appointed supplier.

The open tender has been awarded and the three successful contracts were signed. GMP Drivercare Limited was appointed for vehicle hire, vehicle leasing and vehicle purchase; each award is valued at £83,333,333 excluding VAT (£100 million including VAT). The hire and lease contracts run from 14 September 2026 to 13 September 2030; the purchase contract runs from 14 September 2026 to 13 August 2030. All three awards were made on 18 August 2026. Lot 4, vehicle service and repair, was not awarded because there were insufficient submissions. The framework uses an open procedure and allows customers to award without reopening competition. Evaluation weighted quality, delivery and customer service at 60%, cost at 20%, and social value and sustainability at 20%. A 0.75% rebate on contract value applies.

For a future requirement of this kind, a credible supplier would need to provide a dependable customer-facing vehicle portal covering the relevant service area, with clear, transparent pricing and options matched to customer specifications. The buyer’s assessment placed the greatest weight on quality, delivery and customer service, including customer experience and system delivery, supply-chain capability, enquiry and complaint handling, cyber security and data protection, and business continuity. Strong environmental sustainability and equality and diversity commitments also formed part of evaluation. Delivery capability would need to support public sector customers across the UK, with reliable fulfilment and accurate, timely invoicing and credit notes. The contracts’ performance measures show the importance of portal uptime, delivery and quality reporting, social value commitments, and timely rebate payments. SMEs and voluntary, community and social enterprises were considered suitable for the awarded lots.

YPO are looking for Suppliers to be appointed onto a Framework Agreement following a Competitive Tendering Procedure for the provision of Vehicle Hire, Lease, Purchase & Services Portal. The Framework is designed to meet the needs of all public sector Contracting Authorities. There will be 4 Lots with a single supplier awarded to each. This will be a contractual arrangement with customers placing orders with the awarded supplier. *Please note that Lot 4 was not awarded as part of this tender exercise due to insufficient submissions being available.

Planning Information

YPO are looking to start premarket engagement for the provision of a Vehicle Hire, Lease, Purchase & Services Portal Framework. The aim is to engage with suppliers by outlining a proposed structure (see description above). This is to explore the supplier market to identify if it can support this style of requirement. It is also to capture data and information in order to realign it to suit customers requirements while supporting the supplier market offerings, if required. Information may be shared or used in the creation of the new tender. If you are interested in this opportunity a short questionnaire has been created to capture relevant information. We would appreciate you taking the time to complete this as comprehensively as possible. Any expressions of interest, request for the questionnaire, responses or questions can be sent to fleet@ypo.co.uk - FAO Michelle Wood - email heading 1302 Supplier Engagement Process. After completing and returning the questionnaire should suppliers wish to engage further and have a Teams meeting this can be arranged by emailing us with a request to do so. Meetings will be limited to 30-minute sessions and are restricted to suppliers who can provide a portal solution. In response to Q12, if you would be willing to offer a demo, please contact us as detailed above to arrange a meeting. Please note as part of the demonstration we would be looking at solutions that can cover some or all of the functions mentioned in Q3 but we are willing to explore any additional functions that are available. If significant engagement is shown a follow up Webinar may be arranged with all suppliers that have contacted us throughout this period - date to be confirmed. YPO intends to close the preliminary market engagement by the 18th July 2025. YPO reserves the right to not commit to advertising this tender should. Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Procurement Act 2023 as relevant.
