Summary of the contracting process

Yorkshire Purchasing Organisation established a UK-wide public sector framework for vehicle hire, vehicle leasing, vehicle purchase, and vehicle servicing and repair, supported by online portal functionality. The portal is intended to let public authorities view available vehicle and service options, match them to their requirements, and place orders with the relevant provider. Requirements may include standard or customised vehicle specifications, such as fixed racking. The framework serves public sector contracting authorities, with customers contracting directly with the appointed provider for their selected requirement. The buying organisation is Yorkshire Purchasing Organisation, based in Wakefield. The work and supply are delivered across the United Kingdom. The procurement is primarily for services, alongside transport equipment, software and information systems, vehicle maintenance and transport services.

This procurement has reached award stage following an open procedure and competitive tender. One supplier, GMP Drivercare Limited, was selected for Lot 1 Vehicle Hire Portal, Lot 2 Vehicle Lease Portal and Lot 3 Vehicle Purchase Portal. Each awarded lot has a value of £83,333,333 excluding VAT and £100,000,000 including VAT. The awards were dated 18 August 2026, with the standstill period ending 28 August 2026 and a scheduled signature date of 1 September 2026. The awarded contract for Lots 1 and 2 runs from 14 September 2026 to 13 September 2030; Lot 3 runs from 14 September 2026 to 13 August 2030. Evaluation weighted cost at 20%, quality, delivery and customer service at 60%, and social value and sustainability at 20%.

This requirement is relevant to suppliers able to provide a scalable vehicle marketplace or portal covering hire, leasing and vehicle purchase, with access to suitable vehicle supply chains and reliable fulfilment across the UK. Credible competitors would need to demonstrate transparent, responsive pricing, customer experience and effective system delivery, including the ability to present live or regularly changing pricing and match customer specifications to available options. The evaluation also shows that cyber security, GDPR compliance, business continuity, enquiry and complaint handling, environmental sustainability, and equality and diversity are material capabilities. The framework was marked as suitable for SMEs and VCSEs, and the recorded competition included SME bidders. A supplier preparing for a future requirement with Yorkshire Purchasing Organisation would need evidence of public-sector customer support, robust portal operations and dependable vehicle supply and service delivery.

Planning Information

YPO are looking to start premarket engagement for the provision of a Vehicle Hire, Lease, Purchase & Services Portal Framework. The aim is to engage with suppliers by outlining a proposed structure (see description above). This is to explore the supplier market to identify if it can support this style of requirement. It is also to capture data and information in order to realign it to suit customers requirements while supporting the supplier market offerings, if required. Information may be shared or used in the creation of the new tender. If you are interested in this opportunity a short questionnaire has been created to capture relevant information. We would appreciate you taking the time to complete this as comprehensively as possible. Any expressions of interest, request for the questionnaire, responses or questions can be sent to fleet@ypo.co.uk - FAO Michelle Wood - email heading 1302 Supplier Engagement Process. After completing and returning the questionnaire should suppliers wish to engage further and have a Teams meeting this can be arranged by emailing us with a request to do so. Meetings will be limited to 30-minute sessions and are restricted to suppliers who can provide a portal solution. In response to Q12, if you would be willing to offer a demo, please contact us as detailed above to arrange a meeting. Please note as part of the demonstration we would be looking at solutions that can cover some or all of the functions mentioned in Q3 but we are willing to explore any additional functions that are available. If significant engagement is shown a follow up Webinar may be arranged with all suppliers that have contacted us throughout this period - date to be confirmed. YPO intends to close the preliminary market engagement by the 18th July 2025. YPO reserves the right to not commit to advertising this tender should. Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Procurement Act 2023 as relevant. Please note that any information is being sought without prejudice and without commitment.
