Summary of the contracting process

Leicester City Council is seeking to enhance its air quality monitoring capabilities with the procurement of a network of 20 air quality sensors, aimed at identifying and analysing pollution in various areas across Leicester. The procurement process is currently in the tender stage, with an open procedure being utilised. Interested suppliers must submit their tenders electronically through the ProContract Due North portal before 10:00 am on 6 February 2026. The process follows the UKPGA legal framework stipulating public procurement guidelines. This initiative falls under the industry category of software package and information systems, and it engages the local government sector. The contract's value is set at £250,000, with a maximum gross amount of £300,000. The associated services must commence by 4 May 2026, and the contract is set to run until 3 May 2029, with potential renewal options.

This tender represents significant business opportunities, especially for suppliers in the technology and environmental sectors capable of providing robust and secure air quality sensing solutions. Businesses that specialise in software and information systems, particularly those that have developed innovative environmental monitoring technologies, would be well-positioned to compete. Moreover, it is suitable for SMEs and VCSEs, highlighting Leicester City Council's commitment to diverse supplier engagement. Beyond economic prospects, participating in this tender allows businesses to establish or strengthen partnerships with local government entities, offering growth avenues in public sector markets. As clean air becomes an increasing focus for cities, companies with expertise in environmental initiatives can leverage this contract to expand their portfolios and showcase their contributions to public health and sustainability efforts.

Notice Information

Notice Title

Provision of Air Quality Monitoring Network & Associated Services

Notice Description

The Council wishes to purchase twenty (20) Air Quality Sensors. The Sensors are to be deployed across the City of Leicester to measure and monitor air quality at various hotspots that have potential poor air quality. The requirement under this specification will allow the Council to be informed of where the Council should focus its initiatives and assess the effectiveness of its existing air quality monitoring work. The contract has not been split into lots. Dividing the requirement would increase the risk of data security issues and a higher potential for data loss. In addition, it would introduce unnecessary complexity in contract management. A Preliminary Market Engagement (PME) exercise was undertaken to inform the development of this procurement. Suppliers were invited to respond to the Council's PME questionnaire. Eight (8) suppliers submitted responses, of which five (5) were shortlisted and invited to demonstrate their solutions. Four (4) of the shortlisted suppliers delivered demonstrations via Microsoft Teams. Suppliers were provided with an agenda in advance of the demonstration sessions, and discussions were structured around the agreed agenda items. The outcomes of the PME, including the questionnaire document and the demonstration agenda, are included within the tender pack for further detail. The Preliminary Market Engagement Notice for this requirement was published on 25 June 2025 and can be found at the following link: https://www.find-tender.service.gov.uk/Notice/035198-2025?
