Summary of the contracting process

Swindon Borough Council procured water hygiene services for its buildings and associated sites. The requirement covers three related areas: periodic inspection, testing and verification of water-system safety with planned cyclical maintenance; remedial works arising from Legionella risk assessments or preventive-maintenance findings; and Legionella risk assessments carried out at agreed frequencies. The work is delivered across approximately 200 sites in the borough of Swindon, together with Plas Pencelli, an outdoor education centre in Brecon, Wales. This is a specialist public-sector water safety and compliance service, combining monitoring, testing, health and safety support, maintenance and remedial engineering. The procurement is categorised as services and includes drinking and hot water systems, water tanks and related water infrastructure.

The procurement is complete and contracts have been signed. Under an open procedure, Churchill Contract Services Limited won monitoring and planned cyclical maintenance at £957,180 excluding VAT (£1,148,616 including VAT); S M S Environmental Limited won remedial works at £2,281,515.60 excluding VAT (£2,737,818.72 including VAT); and Urban Environments Limited won Legionella risk assessments at £566,580 excluding VAT (£679,896 including VAT). All three contracts were signed on 1 June 2026, run from 1 June 2026 to 31 May 2029, and may be extended by two 24-month periods to 31 May 2033. Price counted for 50% in each lot. Quality covered implementation, reporting, contract management and social value, with programme-of-works and problem-solving criteria also applying where relevant. Suppliers could bid for all lots but could win no more than two, with combinations restricted to avoid conflicts between assessments and remedial works.

This procurement demonstrates recurring demand from a large local authority for integrated water hygiene compliance across a substantial, geographically dispersed estate. A credible future supplier would need practical capability in water-system monitoring, sampling, hygiene testing, planned maintenance, Legionella risk assessment and remedial works, with the operational capacity to service around 200 sites and an additional site in Wales. Strong delivery planning, implementation control, programme management, project reporting and contract governance would be important, alongside effective problem solving when unsafe conditions or defects are identified. Swindon Borough Council invites you to contribute to preliminary market engagement in relation to Water Hygiene Quality Monitoring and would therefore welcome the views of suppliers on the questions set out below. Responses to this questionnaire will be used solely for this pre-tender exercise and any responses will not be referred to during the tender evaluation. To this end, tender-style responses to this questionnaire are not necessary - the intention is to invite supplier feedback on the options, to help shape the final specification and commercial model to ensure the tender delivers the optimum outcomes for the Council. The Council intends on tendering a package of works in relation to Water Hygiene Quality Monitoring for monitoring, remedial works and for legionella risk assessments this will be across around 200 sites across the borough of Swindon and Plas Pencelli which is an outdoor education centre in Brecon, Wales. The purpose of this preliminary market engagement is to gain market insight into the following aspects of the project: -  Market Interest  Contract/Project Length.  Route to Market  Timescales.  Specialist knowledge To participate in the Preliminary Market Engagement Suppliers will need to Register as a Supplier with ProContract, www.supplyingthesouthwest.org.uk, then Register an Interest before obtaining access to the PME documents. Responses are required to be submitted no later than 28th July 2025, 15:00 hrs UK Local time via ProContract tender portal - https://www.supplyingthesouthwest.org.uk/
